Conservation Commission Minutes 05/01/13
FINAL
Present for the Conservation Commission and attending the meeting were:  Sandy Broyard, Chairman, Candy Shweder, Vice Chairman, Pam Goff, Wesley Cottle, Joan Malkin, and Chuck Hodgkinson.  Reid Silva was also present.  Chris Murphy was absent.   

The meeting came to order at 12:32 PM.  The site visits were made on April 30.   

RFD; REID SILVA FOR BLUE SKY MV, LTD; 41 Cobbs Hill Rd.; AP 11-23.3:  Mr. Silva reviewed the plan to remove an elevated golf tee, remove briar bushes, miscellaneous dead trees, maintain a meadow and prune the scrub oak along the top of a coastal bank to a height of four feet.  All of the work is within the 100-foot buffer zone of a coastal bank.  The closest activity is on the edge of the bank.  After brief discussion of the site visit a motion was made for a negative determination with the following special conditions:  1. A site plan delineating the limits of the meadow near the tee box that will be separated from the manicured lawn shall be provided.  2.  When future maintenance of the pruning is needed a plan shall be reviewed with the Conservation Agent before work begins.  The motion was seconded and with no further discussion passed unanimously with five in favor.

RFD; JOAN MALKIN; 10 Tilton Cove Way; AP 25-124, 125:  Ms. Malkin recused herself from the Commission and reviewed a plan to construct a pre-fabricated 8’ X 12’ greenhouse adjacent to the existing shed.  The proposed site is approximately 60 and 70 feet from two adjacent Bordering Vegetated Wetlands that drain into a coastal pond.  The structure will be placed on cedar supports.  No in-ground foundation will be used.  There will be no electric or water service in the greenhouse.  Upon review a motion was made for a negative determination.  The motion was seconded and with no discussion passed unanimously with four in favor.

CERTIFICATE OF COMPLIANCE AMENDED SE 12 – 527; ROGERS AND ESTHER BRANDON; Old Fields Path; AP 16-7.3:  The Commission discussed the site visit and commented how well the view pruning and hand clearing was done for the original Order of Conditions issued in 2006 and the subsequent amendments that were approved in 2008 and 2012.  A motion was made to declare the project in full compliance with the following on-going condition:  Whenever future maintenance of the pruning is required a plan shall be reviewed with the Conservation Agent before work begins.  The motion was seconded and with no discussion passed unanimously with five in favor.

CERTIFICATE OF COMPLIANCE SE 12 – 381; PRIMO LOMBARDI; 33 Abel’s Neck Rd.; AP 31-5:  Chuck H. reviewed photos of the house with utilities that was built in 2000.  The required tree planting was done as required in the buffer zone.  He pointed out a smaller shed with no electric or water service was built in the approved location for a garage.  After brief discussion a motion was made to declare the project in complete compliance.  The motion was seconded and with no further discussion passed unanimously with five in favor.
 

ADMINISTRATION:  

The April 17, 2013 meeting minutes were reviewed and approved as presented by consensus.
