Conservation Commission Minutes 12/21/2011
FINAL
Present for the Conservation Commission and attending the meeting were:  Pam Goff, Sandy Broyard, Donald Poole, Dick Smith, Wesley Cottle and Chuck Hodgkinson.     Tom DellaRocco also attended.  Caitlin Jones and Richard Steves were absent.  

The meeting came to order at 12:30 PM.  Ms. Goff was appointed as acting Chair.   Wesley Cottle was appointed as a voting member for the day’s agenda. The site visits were made on December 20.  

RFD TOM DELLAROCCO FOR LARRY ROCKEFELLER; 12 Greenhouse Lane; AP 33-30:  Mr. DellaRocco reviewed the plan to plant various screening plants along the west lot line and stone wall.  Organic fertilizer and compost tea will be used as nutrients with wood chip mulch.  The work will be within the 100-foot buffer zone of a wetland.  The closest activity is approximately 50 feet from the wetland edge.  After brief discussion of the site visit a motion was made for a negative determination.  The motion was seconded and unanimously approved with five in favor.

5 - CERTIFICATES OF COMPLIANCE VINEYARD OPEN LAND FOUNDATION/ SQUIBNOCKET FARM ASSOCIATION:  Chuck H. explained that one of the vacant lots is being sold.  The buyer would like the open Orders of Conditions for the Association certified for the closing.  Chuck H. reviewed each of the following projects with relevant photographs.  After brief discussion a motion was made to issue all five Certificates as outlined.  

-  SE 12 – 408; Buried utilities installation for the security gate; Map 35                                     Lots 17.2, 21, 22, 1.3, 1.30. Issued in 2001.
-  SE 12 – 497; Repair and maintain the Squibnocket Beach parking lot.  Map 35              Lots 20, 21, 23.  Issued in 2005.
-  SE 12 – 583; Repair eroded roadway and block path to Squibnocket Pond;    Map 35 Lots 1.30, 21.  Issued in 2009.
-  SE 12 – 606; Stone revetment to protect the causeway.  Appealed and denied by the DEP.  Work and Order were abandoned.  Map 35 Lot 1.30.  Issued in 2010.
-  SE 12 – 633; Soft bank stabilization to protect the causeway.  Map 35 Lot 1.30.         Issued in 2011.

ADMINISTRATION:  
The December 7 Meeting Minutes were approved as presented by consensus.  

The un-permitted clearing in the resource areas on Nickerson Farm Lane was discussed.  A motion was made to have Chuck H. issue an Enforcement Order calling for an immediate cease and desist of all work and a $300 fine.  The motion was seconded and unanimously approved with five in favor.



The Commission asked Chuck H. to obtain and distribute the proposal to expand the UMass estuaries study to include Chilmark and Menemsha Ponds.  The proposal was apparently reviewed at the December 20 Selectmen’s meeting.
