Conservation Commission Minutes 12/19/07

Present for the Conservation Commission and attending the meeting were:  Richard Steves, Chairman, Pam Goff, Ray Kellman, Virginia Dyer, Bruce Bartels, Russell Maloney, Rusty Walton and PersonNameChuck Hodgkinson.  Chris Alley and Harriette Otteson also attended.  David Flanders was absent.

Mr. Steves opened the meeting at 1:30 PM to announce a site visit to addressStreetFlanders Lane;
AP 26-31.1, 31.2, 31.3.

CHRIS ALLEY FOR ALLEN placeFLANDERS NOI SE 12 – 550; AP 26-31.1, 31.2, 31.3:  Mr. Steves opened the public hearing at 2:12 PM.  Mr. Alley summarized the plan to construct a driveway in the buffer zone of a bordering vegetated wetland.  Approximately 3,110 sq. ft. of driveway is proposed in the buffer zone.  The distance of the closest portion of the driveway from the wetland edge is 43 feet.  Mr. Alley further summarized the comments made during the site visit that asked if the driveway could hug the uphill side of the utility box and if the existing section of driveway leading to the house could be used instead of the proposed new layout.  The other proposed section of driveway in the buffer zone seemed acceptable as it is in a flat area that would not produce a great deal of water runoff and is 89 feet from the wetland edge.

Ms. Otteson examined the plan and explained that there is a large wetland area on her lot          (AP 26-35.2).  After brief discussion Ms. Otteson agreed that proposal will not adversely affect her land.

Mr. Alley further explained that Mr. Sterling Wall is evaluating a hollow area to determine whether or not it is a vernal pool.  To allow a thorough study of this section Mr. Alley requested a continuance to April 16, 2008 @ 2:00 PM.  A motion to accept the request was made, seconded and unanimously approved.

ADMINISTRATION:  The meeting minutes for December 5 were reviewed and discussed.  A motion was made to approve the minutes as amended in regard to the by-law considerations for land subject to coastal flowage.  The motion was seconded and unanimously approved.

Master Plan Update:  The Commission will review and provide final comments to Chuck H. on the draft Master Plan outline and suggestions at the next meeting in January 2008.  

With no further business to conduct the meeting adjourned at 2:50 PM.
