Conservation Commission Minutes 11/27/07

Present for the Conservation Commission and attending the meeting were:  Richard Steves, Chairman, Pam Goff, Ray Kellman, David Flanders, Russell Maloney, Rusty Walton and PersonNameChuck Hodgkinson.  Virginia Dyer and Bruce Bartels were absent.

Mr. Steves opened the meeting at 1:30 PM.

KOHLBERG CONSERVATION RESTRICTION (CR); AP 24-118, 119, 192, 193, 194, 195:  Ms. Goff summarized the overall proposal and the Commission’s issues that were raised on November 7th. She outlined the work that has been done since then that included receiving comments from the Conservation Law Foundation in placeCityBoston and several follow up conference calls with the applicant’s attorney, Steve Small.  A revised draft was reviewed and discussed at length.  The Commissioners agreed the document still needs clarification and identifies the specific rights and activities that are proposed for the specific “Restricted Building Areas A and B” as outlined on the site plan dated October 29, 2007 and labeled “B-2” in the document.  Further, the remaining proposed activities for the rest of the land under conservation restriction should also be isolated and clarified.

After much discussion a motion was made to approve the CR and forward it to the Board of Assessors for their consideration with the condition that the previously described changes are made to the document.  The motion was seconded and unanimously approved.  Chuck H. will follow up with the applicant and have the changes made before releasing it to the Board of Assessors.

The next regular meeting will be December 5, 2007 @ 1:30 PM.

With no further business to conduct the meeting adjourned at 3:00 PM.
