Conservation Commission Minutes 11/16/05
FINAL

Present for the Conservation Commission and attending the meeting were:  Richard Steves, Chair, Pam Goff, David Flanders, Pam White, Bruce Bartels, Ray Kellman, Associate Commissioner Russell Maloney and Chuck Hodgkinson.  Also attending:  Peter Wells.  Absent:  Rusty Walton, Conservation Officer.

A site visit to Squibnocket Lot # 15 was attempted at 1:30 PM.  It was delayed to 3:00 PM because of the parking lot grading being done at the Squibnocket Beach parking lot.
NOVEMBER 2, 2005 MEETING MINUTES:  The minutes from the 11/02/05 meeting were reviewed.   After discussion, Ms. Goff made a motion to approve the minutes as presented.  Mr. Flanders seconded and the vote was six in favor with one abstention (Maloney).  

RFD AP 35, 1.15 PETER WELLS FOR PACER NOMINEE TRUST:  Mr. Steves opened the public meeting at 2:00 PM and mentioned the Commission will discuss the RFD and make the site visit after the public meeting.  The determination and vote will then be taken on site.  Mr. Wells summarized the RFD for the planned archeological survey of the 27-acre parcel’s building envelope as indicated on the revised plan dated 11/16/05.  Mr. Wells explained that the entire building envelope except the section that is a resource area (indicated in blue) would be surveyed to make sure the envelope is available for development/construction.  He added a prospective buyer wanted the survey performed before closing on the property.  Ms. Goff added that the there is a ½ acre building envelope on a 27-acre parcel and asked if there is another potential location for a house.  She added that if there is an alternative location, the Commission does not like to build within 100 feet of a resource area.  

With no further comments, the Commission proceeded to the location for a site visit with Mr. Wells.  After walking the cleared building envelope, Ms. Goff made a motion for a positive determination of the RFD with a condition that the archeological survey will not take place within the 100-foot buffer zone.  Mr. Steves added that this restriction also means the Commission would not want to see a new house built within the 100 foot buffer zone.  Ms. White seconded the motion and the vote for a positive determination was six in favor with one abstention (Maloney).

GREAT ISLAND PENINSULA SITE VISIT RFD AP 35, 1.19, 1.30:  While on location the Commission visited the Foster construction site to inspect the excavated stones and the proposed location for the stones along the landward area of the coastal bank.  This RFD will be discussed at a public meeting on December 7, 2005 @ 2:45 PM.  Squibnocket Farm caretaker Jay Walsh attended the site visit to answer questions.

With no further business to conduct Ms. White made a motion to adjourn.  Mr. Kellman seconded and the Commission adjourned at 3:30 PM.
