Present for the Conservation Commission and attending the meeting were: Pam Goff, David Flanders, Ray Kellman, Russell Walton Conservation Officer and Chuck Hodgkinson. Also attending: Phyllis McMorrow for Mr. Cohen; Russell Smith and Trina Kingsbury. Absent: Pam White, Richard Steves, Michael Halbreich and Bruce Bartels.
Ms. Goff opened the meeting at 1:30 PM. Since a quorum of Commission members was not present the public hearings scheduled for August 3 were continued to the following dates:
- Kingsbury Site Visit and Public Hearing 8/10/05 @ 1:45 PM
- Flanders Public Hearing and vote 8/10/05 @ 1:30 PM
- Dennis Jason Public Hearing 8/17/05 @ 2:15 PM
INFORMAL DISCUSSION
PHYLLIS MCMORROW FOR COHEN: Phyllis McMorrow representing Mr. Cohen attended the meeting in response to the Enforcement Order issued by the Conservation Officer regarding the encroachment into the buffer zone (SE 12 178, 1992, AP33-23). It was confirmed that the patio extends sixteen feet from the edge of the house as conditioned but the gardens have been put where native vegetation was supposed to be left in the buffer zone. After discussion it was agreed that the native vegetation would be restored to the area of encroachment this fall and it will not be disturbed any time thereafter.
RUSSELL SMITH FOR TRINA KINGSBURY: The Notice of Intent and revised plan was informally discussed. It was agreed the roof height of the new house would be less than 18 feet. The applicant will consider re locating this structure outside the 100-foot buffer zone and meet the required zoning setback of 50 feet from any lot line. The addition to the shed and “moon deck and railing” were also discussed. The applicant was referred to the Building Inspector to obtain the height restrictions and specifications for the roof and deck.
The dimensions of the structures were clarified as follows: The shed and addition will be 23’ 3” X 15’ 7”. The existing studio is 24’ X 32’. The new house will be 24’ X 28’.
If a quorum can be assembled it was agreed to continue the hearing to Wednesday, August 10 @ 1:45 PM and include a site visit. Mr. Smith will stake out the new house and connector to the existing studio prior to the site visit.
The meeting was adjourned at 2:20 PM.
