Minutes, 15 June 2005
Present:, R. Steves, presiding, D. Flanders, P. White, Ray Kellman, Pamela Goff, Michael Halbreich (associate) & Russell Walton, Assistant pro tem.
Absent: Bruce Bartels - marooned at home by north Road repaving project
Also present:: J. Jenkinson (neighbor to Hadley ), Doug Cooper for Hadley, Peter Wells for Meen, Marguerite Benson and Deborah Nagengast to enquire about Meen, & Whit Manter for Squibnocket Associates.
The meeting was opened at 1:30 PM by Mr. Steves. There was a brief discussion of the Meen location and of Squibnocket - whether to go, how extensive was the work proposed, etc., assisted by Peter Wells. It was decided that the Meen site was well enough known that no site visit was needed.
The Commission read and approved the Minutes of June 1st (with one typo).
Whit Manter having arrived to escort the group, the Commission made a site visit to the Squibnocket Associates property.
At 2:20 PM the continued Hearing on the Squibnocket Associates plan for monitoring and maintenance of their beach, parking lots, and endangered species was re-opened.. After very brief discussion the Hearing was closed and the application was approved unanimously. (Signed at the end of the meeting.)

At 2:32 PM the Public Hearing on the Meen (Chloeco Holdings) Notice of Intent was opened. Peter Wells of Vineyard Land Surveying explained the proposal:
f The existing house, a corner of which is within 100' of the edge of the bluff on Vineyard Sound, is to be removed in its entirety.
f A new and larger house is to be built a few feet inland from the 100' line.
fThe only intrusions into the 100' zone will be a few retaining walls, garden beds, and the existing lawn.
Marguerite Benson, a near neighbor to the East, but not a direct abutter, expressed concern about wells for the larger house, the impact of the septic system for a much larger house than is there at present, and the general aesthetic effect of a larger house on the neighborhood and the view of the North Shore. Most of these concerns were recognized as valid but not in our jurisdiction. Mr. Wells suggested that the Board of Health meeting was a more appropriate forum for several of the questions raised.. Mr. Wells reported that the building is to be in several sections, stepping down the hillside, with the roof heights calculated separately for the several sections. The Hearing was closed at 2:40, and the vote was unanimous in favor. (The form was signed at the end of the meeting.) (SE 12- 0488, 20 Vineyard Sound Path, AP21- 21.1 &22)
At 2:42 the renewed Public Hearing on the Hadley proposal was opened. [[ Pam Goff absented herself from the meeting to avoid a potential appearance of Conflict of Interest, returning after the vote was taken.]] Doug Cooper explained that there was no intention to build , rather to be able to move around on the property. The proposed activity is largely "clean-up" of downed wood, cutting a perimeter path, reducing some clumps of shrubbery, and removing the limbs, trees and shrubs along which collapsed in an ice storm this spring along the driveway in from North Road. Some hand clipping along an old cart path which trends toward the brook and Tea Lane was suggested. Mr. Cooper’s recent wetland flagging, now more accurately sketched, renders the "available" area appreciably narrower than was shown on previous plans At 2:50 the Hearing was closed. The vote was all in favor with the exception of Mrs. Goff’s abstention. (This form was also signed near the end of the meeting.)(SE 12- 0484, North Road near Tea lane, AP 4-26; 8-21 &22)
At 2:55Mr. Walton read the letter from Chris Alley of SB&H about a proposed bottom-anchored float to be placed at the end of the Koren wetland walkway at Tilton Cove of Chilmark (Upper) Pond. It appears that such an arrangement may legitimately be licensed annually by the Harbormaster. It was agreed that the float and connector should not be stored on the walkway, but must be taken farther uphill ( to the parking area near the house) to prevent blowing/washing away in storms.

Mr. Walton went to get Annette Anthony-Dunlap to notarize the signatures; the three Orders of Conditions were signed, including Mr. Halbreich in place of Mrs. Goff for the Hadley Order.
8. Mr. Walton made a brief report on the Corps of Engineers "PGP’ for Massachusetts and the effect on stream-crossing planning and engineering: simple small culverts are no longer considered as desirable as wider and more open arrangements such as bridges, open-bottom arches, and box culverts. The main thrust, in addition to allowing free flow of water, is to allow and encourage passage by fish, other aquatic animals, and assorted other wildlife.
9. There was some discussion of the expected change in personnel as of July 1, since the personnel board was unreceptive to Mr. Steves’ request that the status quo be allowed to continue. A request for reimbursement for travel expenses (to attend the PGP/stream-crossing seminar) was approved.
The meeting was adjourned at 3:20 PM.
