CONSERVATION COMMISSION AGENDA 7/20/11 @ 12:30 PM
Site Visits were made on 7/19.

1.  PUBLIC MEETING RFD TOM DELLA ROCCO FOR PAUL         12:30 PM
DI MAURA; 28 Basin Road; AP 27.1-124:  Install railroad ties within the existing lawn on the south side of Creek Hill Road to outline an additional parking space.  He would also like to install railroad ties on the north side of Creek Hill Road to deter vehicles from driving over the top of the bank.  The activity will take place within the 100-foot buffer zone of the Menemsha Basin coastal bank.

2.  PUBLIC HEARING NOI SE 12 - ???; GEORGE SOURATI FOR          12:35 PM
LAWRENCE AND NANCY STAR; 7 Huckleberry Hollow; Map 13 Lot 9.1  Construct an addition with a basement foundation to the existing single-family residence with associated utilities; install a new septic system and landscape the site within the 100-foot buffer zone of a bordering vegetated wetland.  The applicant would also like to convert an existing seasonal studio into a year-round writing studio with heating.  The studio is also in the 100-foot wetland buffer zone.  The closest activity is approximately 20 feet from the wetland edge.

3.   INFORMAL CONSERVATION RESTRICTION DISCUSSION GEOGHAN COOGAN FOR RICHARD COLEMAN; Rockrose Path; AP 18- 92.2, 92.3:   Mr. Coleman was seeking approval of a Form B subdivision of his property through the Planning Board (PB).~ The PB denied his application, but suggested that he come back with a plan that proposed a subdivision which includes two lots, one a buildable lot and one a resident homesite lot.

Mr. Coleman's goal was to subdivide the parcel, and for tax reasons then seek to place the whole property, both parcels, in conservation, by way of granting a conservation restriction in favor of the Town of Chilmark.

Given the PB's denial, Mr. Coleman would like to simply place the restriction on the existing two parcels, rather than go through with the permitting of the PB's suggestion, given that he is simply going to place the restriction on the property anyway.

4.   CERTIFICATE OF COMPLIANCE SE 12 – 586; 40 Larsen Lane; AP 27.1-33:  
      2009 Order of Conditions:  Demolish the existing single-family residence and construct a new single-family residence.  The activity takes place within the buffer zone of an isolated wetland.  The nearest edge of the new structure is approximately 26 feet from the isolated wetland edge and is no closer to the wetland than the current house.  The work area may be closer than 26 feet from the wetland edge during construction.  The footprint and deck area of the new house will be larger than that of the current structure.  The existing septic system will be used for the new house.

Review Peter Norris’s Enforcement Order AP 8-59 and determine if he has satisfied the requirements of the Order—remove planting beds from a bordering vegetated wetland and plant a new bed at least 20 feet from the wetland edge—by July 1, 2011.
