CONSERVATION COMMISSION AGENDA 3/2/11 @ 12:30 PM

1.      PUBLIC MEETING RFD GEORGE MILEWSKI FOR EDWIN    12:30 PM COHEN; 20 Eliot Ave.; Map 33 Lot 23:  Excavate and install foundation waterproofing material with a continuous drain along the house foundation edge and remove and replace the existing stone patio to do the work. A mini excavator and hand tools will be used.  The closest activity is approximately 15 feet from the top of the coastal bank to Stonewall Pond.

2.   PUBLIC HEARING NOI SE 12 – 626;  REID SILVA FOR            12:40 PM        
        LORNA T. FLANDERS REALTY TRUST; 26 Harbor Hill Rd.; AP 27.1-107:  Abandon and fill two leaching pits that service Map 27.1 Lots 106, 107.  Excavate, trench & backfill two septic systems on Map 27.1 Lot 107.  Cut trees, brush and remove organic material and topsoil in the construction area.  Grade, loam and seed for the new lawn and ground covers.  The work will take place in the buffer zone of the Menemsha Basin coastal bank.

3.  PUBLIC HEARING NOI SE 12 – 628; ROBIN HYDE FOR SPRING       12:45PM
POINT ASSOCIATION; Beck’s Beach; AP 5-1:        Replace and perpetually maintain three sets of pre-existing beach stairs on Beck’s Beach.  All work will be done by hand.  Locust posts and a combination of spruce and composite treads will be used for the stairs.  The footprint will not change and the activity will take place on the coastal bank to Vineyard Sound.  

4.  PUBLIC HEARING NOI SE 12 – 627 REID SILVA FOR PAUL &        12:50 EDNA EDNA BARRY; 22 Larsen Lane; AP 27.1-45:    Excavate and pour concrete post foundations for a 12’ X 12 raised timber deck.  The activity will take place in the buffer zone of a bordering vegetated wetland.  The closest portion is 25 feet from the wetland edge.  Renovations will also be done to the existing single-family residence portions of which are also in the buffer zone.

5.  CONTINUED PUBLIC HEARING NOI SE 12 – 621;  REID SILVA       12:55 PM        
        FOR SCHEUER FAMILY PROPERTIES, LLC; 2 Chocker’s Lane; AP 33-4, 6:  Brush cut and perpetually maintain a 430 ft. long X 4 ft. wide walking path and to construct and maintain a 120 ft. long X 3 ft. wide elevated walkway to Menemsha Pond.  The path is in a wetland buffer zone and the raised walkway is in a wetland and salt marsh.  See NHESP comments.  

6.  CERTIFICATE OF COMPLIANCE SE 12 – 608; QUINSON; 7 Flanders Lane;          AP 27.1-202:  Upgrade the septic system and connect the existing residence to the private Menemsha Water Company service.  The existing leach pits will be disconnected, pumped dry and back filled.  Renovate existing shed on the current footprint; remove dead trees.  The activity is 50 feet from the edge of a bordering vegetated wetland and 53 feet from a perennial stream and within the first 100-foot section of the riverfront zone.
