Community Preservation Committee Minutes 04/18/18
FINAL

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Pam Goff, Chairman, Steve Lewenberg, Lisa Burkin, Warren Doty, Bill Rossi and Chuck Hodgkinson.  Allen Healy, John Eisner and Jane Slater did not attend.    

Ms. Goff brought the meeting to order at 6:00 PM.  

Review CPA Warrant Articles for the April 23, 2018 Annual Town Meeting.  

 
ARTICLE 25.     To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to reserve from the Community Preservation Fund FY 2019 estimated annual revenues up to the following amounts for community preservation projects:  $30,500.00 for the Reserve for Open Space; $30,500.00 for the Community Preservation Reserve for Historic Resources; $30,500.00 for the Community Preservation Reserve for Community Housing; and $195,300.00 for the Community Preservation Budget Reserve.
        NO ACTION taken by the Finance Advisory Committee - 5 Ayes - 0 Nays - 2 Not Present

The Committee discussed that this article meets the CPA legislative requirements.

ARTICLE 26.     To see if the town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate from the fiscal year 2019 Community Preservation Reserve for Community Housing Fund the sum of $34,260.00 to the Island Housing Trust (IHT) as Chilmark’s contribution to fund the construction of up to 20 affordable housing apartments at Keune’s Way in Tisbury.  To date Chilmark has contributed a total of $65,550 toward this project in 2015 and 2016.  If approved, the funds will not be released until a permanent affordable housing deed restriction on the land is filed with the deed at the Registry of Deeds.

                      ARTICLE 27.              To see if the town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate from the fiscal year 2019 Community Preservation Reserve for Open Space the sum of up to $70,550.00 for a Park & Recreation use.  The Chilmark School will use the funds to rehabilitate the grammar school students’ playground by installing a new ‘Big Toy”, a pre-school apparatus plus new climbing and spinning devices will also be installed.  To fund this request $70,550.00 will be transferred from the Community Preservation Undesignated Fund to the Community Preservation Reserve for Open Space.

Chuck H. explained the article was misprinted and should read FY 2018 as the source of
Funds instead of FY 2019 so the appropriation can be available after town meeting
should it be approved by voters.  Mr. Doty added he has been working with
Ms. Stevens and confirmed this amendment should be done and volunteered to  
propose the amendment on town meeting floor.  A motion was made to approve the
amendment to FY 2018.  The motion was seconded and unanimously approved with
five in favor.

Time will be reserved for topics the Chair did not reasonably anticipate.

Chuck H. reviewed the working budget for the Squibnocket Beach project that has  $450,000 of voter-approved funds.  A total of $250,000 is CPA Park and Recreation funds and $200,000 is from free cash.  He explained there is a significant change order expense caused by the discovery of several archaeological features within the footprint of the new parking area.  He added the budget will not be overspent because of the $199,500 grant from the Executive Office of Energy and Environmental Affairs.  He anticipates a surplus of $20-50,000 and asked the Committee where it would like the grant funds deposited—in the CPA appropriations for this project or in the free cash appropriation.

After brief discussion the Committee agreed the grant funds should be deposited in the free cash appropriation – April 2016 Annual Town Meeting, Article # 18.  A subsequent motion was made and seconded to deposit the grant funds in the free cash article.  The motion passed unanimously with five in favor.

Administration

The November 15, 2017 meeting minutes were reviewed and approved as presented by consensus.

With no further business to discuss, the meeting adjourned at 6:30 PM.
