Present for the Community Preservation Committee (CPC) and attending the meeting were: Pam Goff, Chairman, Steve Lewenberg, Lisa Burkin, Jane Slater, John Eisner and Chuck Hodgkinson. Allen Healy, Bill Rossi and Warren Doty did not attend.
Ms. Goff brought the meeting to order at 6:00 PM.
Review Projected FY 2019 CPA Fund Balances – after Nov. 27 Special Town Meeting. Chuck H. distributed the CPA fund balances should the CPA warrant article planned for the November 27th Special Town Meeting is approved by voters. He also reviewed the projected FY 2019 CPA revenues assuming a 30 percent state match for the FY 2017 CPA tax revenue. The estimated tax receipt revenue is $232,745 with a state match of $69,824 @ 30 percent. With interest the total projected FY 2019 CPA revenue is $303,069.
Island Housing Trust (IHT): The Committee discussed IHT’s request for an appropriation of $34,260 of Community Preservation Affordable Housing Reserve Funds as Chilmark’s share of a third island-wide request for funds to construct 20 affordable apartments at Kuehn’s Way in Tisbury. To date Chilmark has appropriated a total of $65,550 toward this project in 2015 and 2016. A motion was made to recommend this request to town voters at the April 2018 Annual Town Meeting. The motion was seconded and passed unanimously with five in favor.
Chilmark School: The Committee reviewed the Chilmark School’s request for between $53,318 and up to $75,880 of CPA Open Space Preservation Parks & Recreation Reserve Funds to rehabilitate and replace the Big Toy for the older students and adding a pre-school playground area and play structure. Chuck H. explained Susan Stevens will be notified in December if the Chilmark School receives a grant toward these costs. If so, the article could be amended down on town meeting floor to the net amount after applying the grant. A motion was made to recommend up to $75,880 of Open Space Preservation funds for a Park & Recreation use to town voters at the April 2018 Annual Town Meeting. The motion was seconded. In discussion it was agreed the Committee will recommend
amending the amount down should the grant be awarded to the school. The motion came to a vote and passed unanimously with five in favor.
FY 2019 CPA Fund Reserve Amounts: After reviewing the projected FY 2019 CPA revenues a motion was made to recommend the following amounts for the respective reserve funds to voters at the April 2018 Annual Town Meeting– as required in the CPA legislation:
- $ 30,500 for Reserve for Community Housing
- $ 30,500 for Reserve for Open Space
- $ 30,500 for Reserve for Historic Resources
- $195,300 for Community Preservation Budget Reserve
The motion was seconded and passed unanimously with five in favor.
West Tisbury School CPA Reimbursement $10,000: Chuck H. explained at the April 2017 Annual Town Meeting, Article # 29 this Park & Recreation CPA fund use was approved to contribute $10,000 toward refurbishing the West Tisbury School’s basketball court and improve the soccer field. He circulated photos of the finished project and said we have paid receipts totaling $ 51,070. A motion was made to reimburse the Up-Island Regional School District the $10,000 that was approved by voters. The motion was seconded and with no further discussion passed unanimously with five in favor.
Administration
The October 18, 2017 meeting minutes were reviewed and approved as presented by consensus.
With no pressing business the Committee agreed to forego the December 20, 2017 meeting.
With no further business to discuss, the meeting adjourned at 6:25 PM.
