Community Preservation Committee Minutes 09/06/17
FINAL

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Bill Rossi, Warren Doty, Steve Lewenberg, Lisa Burkin, Jane Slater, John Eisner and Chuck Hodgkinson.  Allen Healy and Pam Goff did not attend.    

The Committee unanimously appointed Lisa Burkin as acting Chair who proceeded to open the meeting at 5:03 PM.

Public Hearing:  Ms. Burkin opened the public hearing at 5:04 PM to review proposed CPA warrant articles for the upcoming fall Special Town Meeting.  Ms. Burkin read the legal notice for the record.

Park & Recreation Request for $20,000:  The Committee approved this request at its    June 21 meeting.  Representing the Park & Recreation Committee Mr. Doty explained the Park & Recreation Committee would like to withdraw this request for $20,000 of CPA funds.  He explained the new tenants for Menemsha Bulkhead Lot 1 A upon which there is a town-owned fishing shack, have expressed a desire to renovate the shack to meet their planned needs.  He thanked the CPC for its support.  A motion was made and seconded to accept the request.  With no further discussion the motion passed unanimously with six in favor.

Park & Recreation Request for $100,000 for the Town’s Squibnocket construction budget:  Chuck H. explained the Town is planning to issue a Request for Proposals (RFP) for the Town’s portion of the Squibnocket project.  He explained the working cost estimate is over two years old because of the delays the Town has experienced which also caused it to lose two separate grants of $280,000 each in fiscal years 2015 and 2016.  He added the 3,500 cubic yards Menemsha dredge sand will be available this October and must be moved from Lobsterville Beach for storage at Peaked Hill.  It will be there for about six months.  It will then need to be transported from Peaked Hill to Squibnocket Beach.  The cost to move the sand twice is about $70,000.  He added it would cost the Town over $200,000 to purchase this much sand and have it barged to the island.  An additional $30,000 is requested for contingencies that may arise during construction.

If recommended by the CPC and approved by voters it will increase the current $343,000 construction budget to build the Town’s portion of the Squibnocket project and related costs to approximately $443,000.

To fund the request for $100,000 of Community Preservation Reserve for Open Space/Park & Recreation funds he proposed using $50,000 from the existing Community Preservation Reserve for Open Space and transferring $50,000 from the Community Preservation Undesignated Fund to the Community Preservation Reserve for Open Space.

After brief discussion and with no public comment a motion was made to close the hearing at 5:25 PM.  The motion was seconded and unanimously approved.

A subsequent motion was made to recommend to voters an appropriation of $100,000 of Community Preservation Reserve for Open Space/Park & Recreation funds as outlined to supplement the Town’s construction budget for its portion of the Squibnocket project.  The motion was seconded and passed unanimously with six in favor.

Chuck H. distributed a summary of the available FY 2018 CPA funds if this request is approved by voters.

Administration

The June 21, 2017 meeting minutes were reviewed and approved as presented by consensus.

The next meeting will be October 18, 2017 @ 6:00 PM.

With no further business to discuss, the meeting adjourned at 5:40 PM.
