Community Preservation Committee Minutes 06/21/17
FINAL

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Pam Goff, Chairman, Bill Rossi (via phone), Warren Doty, Andy Goldman, Steve Lewenberg and Chuck Hodgkinson.  John Eisner, Jane Slater, Lisa Burkin and Allen Healy did not attend.    

The meeting came to order at 6:10 PM.

Park & Recreation Committee request for $20,000 CPA funds:  Mr. Doty the CPC’s representative for the Park & Recreation Committee, explained that the Town owns two of the fishing sacks that are on two of the town’s Menemsha bulkhead lots.  These lots are leased annually to qualified fishermen.  He said the town-owned shacks are in need of code upgrades.  He added the Park & Recreation Committee is requesting the CPC consider recommending a CPA Park & Recreation appropriation of $20,000 to fund bringing the shacks up to electrical code standards or other exterior structural upgrades as may be needed from time to time.  He added this is similar to the stone wall restoration appropriation that is managed by the Historical Commission.  Mr. Doty explained the fishermen only have annual leases which make it difficult for them to invest in significant upgrades on the shacks.  Their lease contracts however, does establish the lessees are responsible for day-today maintenance of the buildings on these lots.  Lastly, Mr. Doty said the selectmen are planning to hold a fall special town meeting.

After brief discussion a motion was made to recommend for voter consideration a CPA Park & Recreation appropriation of $20,000 for code-compliant and significant exterior structural upgrades for the town-owned fishing shacks currently located on Menemsha bulkhead lots 1 A and 3 A.  The motion was seconded and unanimously approved with four ayes in the meeting room and one aye from Mr. Rossi via phone.

Update:  April 2017 CPA Grant Agreements.  Chuck H. explained that all of the appropriation agreements for out-of-town CPA warrant articles have been signed by all parties.

Island Housing Trust:  2 Kuenes Way appropriations -- $33,000 (land acquisition); $32,500 (construction) both also require deed restriction

MV Museum – Marine hospital roof:  $31,512

West Tisbury School – Basketball court and soccer field - $10,000

TRI, Inc. – Home repairs $82,600

Close out previous appropriations.  Chuck H. explained there are several CPA appropriations that funded various projects that are now finished.  He explained the Committee can vote to return the unspent amounts back to the respective reserve funds from which they came.  All of the following articles were for historic resources preservation projects:

9/2006 STM Article # 7:  Restore Community Center windows and doors:  $1,267
4/2010 ATM Article # 15:  Phase V stone wall restoration:  $1,194
4/2013 ATM Article # 16:  Restore county courthouse windows:  $5,277
4/2014 ATM Article # 15:  Restore Abel’s Hill gravestones:  $346
4/2015 ATM Article # 26:  Restore Abel’s Hill gravestones:  $361

A motion was made to return these unspent funds back to the historic resources preservation reserve fund.  The motion was seconded and unanimously approved with four in favor in the meeting and one in favor via phone (Mr. Rossi).

Administration

The April 19, 2017 meeting minutes were reviewed and approved as presented by consensus.

With no further business to discuss, the meeting adjourned at 6:35 PM.
