Present for the Community Preservation Committee (CPC) and attending the meeting were: Pam Goff, Chairman, Jane Slater, Lisa Burkin, Bill Rossi, Warren Doty, John Eisner and Chuck Hodgkinson. Mary Boyd also attended. Andy Goldman, Tim Carroll and Allen Healy did not attend.
The meeting came to order at 6:00 PM.
CPA Park & Recreation $10,000 fund request from the West Tisbury School: Ms. Goff invited Mary Boyd to review West Tisbury School’s regional request for $60,500 to re-build the basketball court that is on school property and behind the building. A small portion of the funds -- approximately $5,000 -- will be also used to renovate the soccer field. Chilmark’s share is $10,000. The Committee asked if there was not a basketball court behind the school would the school still seek to build one. Ms. Boyd said yes because the West Tisbury Parks & Recreation Committee’s basketball court that is visible from Old County Rd. is not on school property. The school would like to renovate the court on the school’s property because
it will be easier to supervise the children during school hours and it will not be located near the school’s parking lot and traffic. The Chilmark Parks & Recreation Committee’s recommendation was read for the record. After brief discussion a motion was made to recommend to Town voters at the April 2017 Annual Town Meeting the request for $10,000 of CPA Parks & Recreation funds as Chilmark’s share to re-build the basketball court and soccer field. The motion was seconded. In discussion the Committee agreed this new information about the reasons for the request shed a different light on the issue. The motion passed unanimously with six in favor.
CPA Affordable Housing $82,600 fund request from TRI:~ Chuck H. explained town counsel is still working with the DOR to see if this request from The Resource, Inc. (TRI) meets the CPA criteria for affordable housing funds. He then shared a draft outline of how Melissa Vincent and he changed the program details to possible meet the CPA requirements. The Housing Committee’s recommendation was read for the record. After brief discussion a motion was made to recommend the for $82,600 of CPA Affordable Housing funds to town voters at the April 2017 Annual Town Meeting if it’s determined this program meets CPA criteria. The motion was seconded. In discussion it was agreed this is a local request as all of the available funds for loans would go to eligible Chilmark applicants.
The Committee also asked to investigate how the distribution of funds would be balanced with need and first come first served application status. The motion came to a vote and passed unanimously with six in favor.
CPA Affordable Housing $66,810 fund request from Island Housing Trust:~ The Committee discussed the proposal for the Kuene’s Way 20 affordable rental units in Tisbury. It also discussed last year’s recommendation for $33,000 as Chilmark’s share of a regional request for this project and the change in the town preference issue made by IHT. The Housing Committee’s recommendation was read for the record. The Committee discussed how the preference issue is actually not a benefit in the long run for Chilmarker’s and thought this should receive the Committee’s policy of 10 % of annual revenues for non-Chilmark programs. A motion was made to recommend $32,500 of CPA Affordable Housing funds for this purpose at the April 2017 Annual Town Meeting. The motion was seconded and
unanimously approved with six in favor.
CPA Historic Preservation $31,512 re-appropriation request from the MV Museum: Chuck H. summarized the MV Museum wants to renew a previously voter-approved appropriation of $31,512 to re-build the roof and chimneys of the historic Marine Hospital in Tisbury using cedar shingles instead of slate as originally requested and appropriated. He said the original appropriation has not yet been distributed. A subsequent motion was made to recommend to voters at the April 2017 Annual Town Meeting the re-appropriation of $32,512 as approved at the April 28, 2014 ATM; Article # 19 for the same purpose with the change of using cedar shingles. The motion was seconded and with no discussion passed unanimously with six in favor.
FY 2018 Estimated Reserve Fund Appropriations @ 40% State Match: Chuck H. reviewed the FY 2016 CPA state matching amounts that were released this evening. Chilmark received $100,910; 43% state matching funds for FY 2016. This is significantly below the FY 2015 match of 62 % or $138,574 because several additional large cities have adopted the Act such as Boston and Springfield. This spreads the available matching funds over more towns with higher CPA tax collection amounts. Consequently, he recommended lowering the FY 2017 reserve amounts to reflect a 40 % state matching level as follows:
- 10 %; $32,500 Affordable Housing Reserve
- 10 %; $32,500 Open Space Reserve
- 10 %; $32,500 Historic Resources Reserve
- 70 %; $227,500 Community Preservation Budgeted Reserve
- Total FY 2018: $325,000
After brief discussion a motion was made to recommend the reserve fund amounts as proposed. The motion was seconded and unanimously approved with six in favor.
Administration
The proposed FY 2018 administrative budget was reviewed. It was agreed to lower the legal line to $2,000 and the other purchased services line to $500 which brings the total to $14,581.97. This is 4.5% of the estimated FY 2018 revenues. The maximum allowed is 5.0 %. A subsequent motion was made to approve the budget as amended. The motion was seconded and unanimously approved.
The October 19, 2016 meeting minutes were reviewed and approved as presented by consensus.
