Present for the Community Preservation Committee (CPC) and attending the meeting were: Jane Slater, Chairman, Tim Carroll, Andy Goldman, Warren Doty, Bill Rossi, Allen Healy and Chuck Hodgkinson. Also attending was Susan Stevens. Karin Wetmore, Janet Weidner and Pam Goff were absent.
The meeting came to order at 6:05 PM.
Chilmark School Request for Funds: Chilmark School Principal Susan Stevens thanked the Committee for its time and reviewed her request for $75,000 of CPA Park and Recreation funds to expand the existing playground at the Chilmark School. She reviewed photos from several catalogues describing the 6-7 additional playground structures for children aged 2-12. Of particular note was a molded play rock that costs $10,000. She added the summer Chilmark Community Center (CCC) program will also use the playground when school is out.
The Committee asked if the CCC will contribute funds toward the project. Ms. Stevens said they like the proposal and are not currently planning to contribute to the project’s cost. She estimated approximately 30-35 children aged 4-5 enrolled in the CCC summer program will use the playground weekly. The Committee asked for the details in the $75,000 estimate such as itemized freight and installation expenses. Ms. Stevens had broad projections but no hard estimates. The Committee also asked why this request is not a part of the capital budget for the up-island district. Ms. Stevens said the increase in this year’s budget will make it difficult to add a $75,000 request for playground equipment. The Committee took the request under advisement and asked Ms. Stevens to provide a
more detailed and substantiated cost estimate.
CPA Warrant Articles for the April 27 Annual Town Meeting: The Committee reviewed the three recommended CPA warrant articles and discussion points for the April 27, 2015 annual town meeting.
Article # : To see if the Town will vote to approve the following request of the Community Preservation Committee: To see if the Town will vote to reserve from the Community Preservation Fund FY 2016 estimated annual revenues up to the following amounts for community preservation projects: $32,287.00 for Open Space Preservation Reserve; $32,287.00 for Historic Resources Reserve; $32,287.00 for Affordable Housing Reserve; and $226,007.00 for the Community Preservation Budgeted Reserve.
Article # : To see if the Town will vote to approve the following request of the Community Preservation Committee: To see if the Town will vote to appropriate from the Community Preservation Historic Resources Reserve Fund the sum of $3,500.00 to restore the remaining slate gravestones from the late 1700’s and the 1800’s in Abel’s Hill Cemetery.
Discussion
The Chilmark Historical Commission will oversee the administration of this appropriation.
Article # : To see if the Town will vote to approve the following request of the Community Preservation Committee: To see if the Town will vote to appropriate from the Community Preservation Open Space/Parks & Recreation Reserve Fund the sum of $33,390.00 as Chilmark’s share of the estimated $300,000 fund raising goal to re-build the MV Regional High School running track.
Discussion
CPA fund requests have been submitted to all six Towns to help raise the $300,000. The $300,000 goal is projected to be 50 percent of the total $650,000 estimated cost for the entire project. Additional funds will be sought from the High School operating budget and private fund raising.
CPA Fund Appropriations by Category: Chuck H. reviewed a summary of all voter-approved CPA appropriations by fund category from its adoption in 2001 through the proposed warrant articles for this year’s annual town meeting. The Committee discussed the desire to invest more funds on Chilmark projects and the investments for affordable housing. There is also a possibility not all of the approved CPA Park & Recreation appropriations for the Squibnocket project will be used – total $760,000.
ADMINISTRATION
The January 21, 2015 meeting minutes were reviewed and approved as presented by consensus.
The next meeting is scheduled for Wednesday, May 20, 2015 @ 6:00 PM.
