Community Preservation Committee Minutes 01/21/15

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Jane Slater, Chairman, Pam Goff, Tim Carroll, Andy Goldman, Warren Doty and Chuck Hodgkinson.  Also attending were Jim Malkin, Jessica Roddy and Eric Peters.  Karin Wetmore, Janet Weidner, Allen Healy and Bill Rossi were absent.    

The meeting came to order at 6:00 PM.  Ms. Slater opened the public hearing at          6:01 PM to review two proposed Squibnocket CPA funding applications for the   February 2, 2015 Special Town Meeting.  

Mr. Doty outlined the status of the negotiations for the parcels outlined in both proposed CPA warrant articles.  Ms. Slater read Article 3 aloud.

Article 3.  To see if the Town will vote to appropriate $10,000 for legal and acquisition costs, and up to $400,000 for a new 99-year lease, other suitable long term agreement, that will expand the Town’s Squibnocket Beach, for a total of $410,000 and to authorize the Board of Selectmen to execute said lease; and that to meet this appropriation the sum of $200,000 will be transferred from the Community Preservation Open Space Reserve Fund and $210,000 will be transferred from the Community Preservation Budgeted Reserve Fund.

Ms. Roddy commented that she thought the Town was planning to acquire Map 35       Lot 17.2 for additional beach shoreline property—as opposed to securing a portion of the land to the west of the current beach and parking area on Map 35 Lot 1.30.  Mr. Malkin explained the Town Committee on Squibnocket is recommending the Town acquire two smaller parcels of land – Map 35 Lots 17.3, 17.4 for a new parking area.  Ms. Roddy said that is the next article and this one is about securing additional beach.  Mr. Malkin clarified the difference between the two proposals.  With no further public comment     Ms. Slater read Article 4 aloud.

Article 4.  To see if the Town will vote to appropriate up to $350,000 to acquire one, or both parcels of land defined as Assessors   Map 35 Lots 17.3 and 17.4 for conservation/open space purposes under Chapter 44B, the Community Preservation Act, to authorize the Selectmen to accept the deed to the town of fee simple interest or less, together with all rights and easements, and cover all costs relative and incidental thereto; and that to meet this appropriation the sum of  up to $350,000 be transferred from the Community Preservation Undesignated Reserve Fund.

Mr. Doty further explained the plan for this separate negotiation.

Mr. Goldman added the Park and Recreation Committee reviewed both articles and unanimously recommend both to the CPC.

With no further public comment a motion was made to close the hearing at 6:32 PM.  The motion was seconded and unanimously approved.  A second motion was made to recommend Article 3 to voters at the upcoming February 2 Special Town Meeting.  The motion was seconded and passed unanimously with five in favor.  A subsequent motion was made to also recommend Article 4 to voters at the February 2 Special Town Meeting.  The motion was seconded and with no further discussion passed unanimously with five in favor.

ADMINISTRATION

The November 19, 2014 meeting minutes were reviewed and approved as presented by consensus.

The next meeting is scheduled for Wednesday, February 18 @ 6:00 PM if needed.

With no further business to discuss, the meeting adjourned at 6:38 PM.
