Present for the Community Preservation Committee (CPC) and attending the meeting were: Jane Slater, Chairman, Pam Goff, Bill Rossi, Tim Carroll, Janet Weidner and Chuck Hodgkinson. Allen Healy, Karin Wetmore and Andy Goldman were absent.
The meeting came to order at 6:00 PM. Ms. Slater immediately opened the public hearing at 6:01 PM to review the two proposed CPA warrant articles for the upcoming October 20, 2014 Special Town Meeting. Each of the two warrant articles were read aloud for the record.
Article # : To see if the Town will vote to approve the following request of the Community Preservation Committee: To see if the Town will vote to appropriate from the Community Preservation Affordable Housing Reserve the sum of $50,000.00 to continue funding the Chilmark Housing Year-Round Rental Conversion Program, managed by the Dukes County Regional Housing Authority. To fund this request $20,000 will be transferred from the Community Preservation Undesignated Reserve Fund to the Affordable Housing Reserve Fund.
Explanation: Chilmark created this program in 2002 and it has been the model adopted by other Towns. Its purpose is to provide funding to help create reliable, year-round affordable rental housing for Chilmark residents. The County Housing Authority and Chilmark Housing Committee oversee the execution of the program.
Article # : To see if the Town will vote to approve the following request of the Community Preservation Committee: To see if the Town will vote to appropriate from the Community Preservation Historic Resources Reserve the sum of $65,000.00 to partially fund the exterior renovation of the original, historic Town Hall building. To fund this request $30,000 will be transferred from the Community Preservation Undesignated Reserve Fund to the Historic Resources Reserve Fund.
Explanation: The significant renovation of the original town hall building will include, but not be limited to removing old lead paint; creating and installing new matching wood trim moldings; new shingles.
With no public comment a motion was made to close the hearing at 6:10 PM. The motion was seconded and unanimously approved with five in favor. A subsequent motion was made to recommend both warrant articles for voter consideration at the October 20, 2014 Special Town Meeting. The motion was seconded and passed unanimously with five in favor.
Chuck H. mentioned the MV Museum and Island Housing Trust were planning to submit CPA fund requests for consideration at the April 2015 Annual Town Meeting. The Committee asked Chuck H. to send the CPC’s guidelines for awarding out-of-town CPA funds to all regional or non-Chilmark fund requests. These guidelines were established in May 2014 because of the extraordinary number of out-of-town CPA fund requests that were received and the potential large Chilmark projects that may be ready for CPA funding. The Committee’s guideline is 10 percent of the prior year’s collected CPA revenue may be considered but, not necessarily guaranteed for out-of-town fund requests in any given year.

The July 16, 2014 meeting minutes were reviewed and approved as presented by consensus.
The next meeting is scheduled for Wednesday, October 15, 2014 @ 6:00 PM.
