Community Preservation Committee Minutes 05/29/14
FINAL

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Jane Slater, Chairman, Pam Goff, Bill Rossi, Andy Goldman, Tim Carroll and Chuck Hodgkinson.  Janet Weidner, Allen Healy and Karin Wetmore were absent.  Rodney Bunker also attended.  

The meeting came to order at 6:03 PM.  

TOWN HALL RENOVATIONS

Mr. Bunker reviewed the plan to renovate the original, historic town hall building.  The gable end and two sides need to be renovated.  The wood trim and dental work will be replicated with wood to preserve the original character of the building.  No azek will be used.  The lead paint will also need to be removed which is an expensive task.  The total project is budgeted for $89,000 and only $24,000 is available.  Mr. Bunker proposed funding the balance ($65,000) with CPA Historic Preservation funds.  He added the Historical Commission has endorsed the planned renovations and materials.

The Committee reviewed the updated CPA definition for capital improvements on historic structures:  CPA definition of historic preservation capital improvements as amended in 2012:  “reconstruction or alteration of real property that:  1.  materially adds to the value of the real property or appreciably prolongs the useful life of the real property; 2.  becomes part of the real property or is permanently affixed to the real property so that removal would cause material damage to the property or article itself; 3.  is intended to become a permanent installation or intended to remain there for an indefinite period of time”.  

It was agreed this is a worthwhile project that seems to meet the criteria for historic preservation fund use.  This will need to be confirmed with Town Counsel when the time comes to hold a public hearing on CPA fund requests.

APRIL 28, 2014 ANNUAL TOWN MEETING CPA APPROPRIATIONS

The Committee reviewed the draft appropriation agreements for the CPA warrant articles and appropriations that were approved by voters at the April 28 Annual Town Meeting.  A motion was made to approve all five agreements and authorize Ms. Slater to sign each.  The motion was seconded and unanimously approved with five in favor.

  • Sheriff’s Meadow Foundation - $100,000 for Mayhew-Mitchell-Hancock house.
  • Gay Head Lighthouse - $51,854.
  • MV Museum – Marine Hospital roof, chimneys - $31,512.
  • Island Housing Trust - $65,000 Village Court Apartments, Vineyard Haven.
  • County Courthouse - $5,847 for electrical upgrade.

COMITTEE POLICY FOR REGIONAL OR OTHER “NON-CHILMARK” CPA FUND REQUESTS

The Committee discussed the significant amount of regional CPA fund requests it received this year and the need for a policy that would give future requests a fair evaluation without depleting available CPA reserve funds for other current or future Chilmark projects.

After much discussion the following policy outline was agreed.  A formal policy will need to be drafted and voted by the Committee.

Up to a cumulative total of 10 percent of the previous fiscal year’s estimated or actual CPA revenue may be allowed for non-Chilmark projects.  A unanimous vote of the Committee members present must be achieved to authorize a Committee recommendation to voters for a cumulative amount over 10 percent.

ADMINISTRATION

The April 16, 2014 meeting minutes were reviewed and approved as presented by consensus.

The next meeting is scheduled for Wednesday, July 16, 2014 @ 6:00 PM.

With no further business to discuss, the meeting adjourned at 6:55 PM.
