Community Preservation Committee Minutes 01/15/14
FINAL

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Jane Slater, Chairman, Pam Goff, Tim Carroll, Bill Rossi, Andy Goldman and Chuck Hodgkinson.  Andrew Fischer, Allen Healy, Janet Weidner and Karin Wetmore were absent.  

The meeting came to order at 6:00 PM.  

ISLAND-WIDE CPC MEETING

Ms. Slater and Mr. Goldman summarized the meeting they attended with Chuck H. among the administrators and a few CPC members from four of the five other towns.  Edgartown was not represented.  The discussion focused on how to manage island-wide CPA fund requests and how to equitably distribute the total amount of CPA funds requested among the various Towns.   Ms. Goff suggested Chilmark should evaluate all-island CPA fund requests within the context of the Town’s plan and current and future priorities.  These priorities could include projects that are anticipated but, not yet ready for voter consideration.  The Committee agreed.  Mr. Goldman mentioned he is planning to attend the March 20 All-Island CPC meeting where affordable housing will be discussed.

PHILIPPE JORDI; ISLAND HOUSING TRUST (IHT) REQUEST FOR $65,000 CPA FUNDS:  Chuck H. informed the Committee that the IHT did not receive the Federal Home Loan Bank (FHLB) grant for the acquisition of the six apartments in Vineyard Haven.  Consequently, their request for $65,000 of CPA Affordable Housing funds will not be withdrawn from the April Annual Town Meeting Warrant.

ADMINISTRATION

The December 18, 2013 meeting minutes were reviewed and approved as amended by consensus.

The draft April 28, 2014 Annual Town Meeting CPA warrant articles were reviewed.  It was agreed to edit the articles in a way that more clearly identifies the sources of funds for each article.  A separate discussion statement with the background and relevant legal restrictions for each will be added as needed.

The draft 2013 Annual Report was reviewed and unanimously approved.

The next CPC meeting is scheduled for Wednesday, February 19, 2014 @ 6:00 PM.

With no further business to discuss, the meeting adjourned at 6:31 PM.
