Community Preservation Committee Minutes 07/19/12

Present for the Community Preservation Committee (CPC) and attending the meeting were:  Janet Weidner, Chairman, Andy Goldman, Jane Slater, Tim Carroll, Pam Goff, Karin Wetmore and Chuck Hodgkinson.  Allen Healy and Warren Doty were absent.  

The meeting came to order at 6:00 PM.  Ms. Weidner opened the public hearing at      6:00 PM and read a memo dated July 2, 2012 from the Chilmark Housing Committee requesting an additional $75,000 of CPA funds for the Chilmark rental conversion program.  It is proposed for voter consideration at the upcoming August 6, 2012      Special Town Meeting.

Mr. Goldman, the Housing Committee representative on the CPC summarized the history of the program that Chilmark created in 2002.  It is exclusively for Chilmark landlords who provide affordable year-round rental housing.  The program is managed by the Dukes County Regional Housing Authority.  Its success has prompted the other five Towns to create similar programs that are modeled after Chilmark’s.

Chuck H. distributed a proposed warrant article and brief explanation as follows:  To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate from the Affordable Housing Reserve Fund the sum of $75,000.00 to continue funding of the Chilmark Housing Year-Round Rental Conversion Program, managed by the Dukes County Regional Housing Authority.  

Explanation:  The current appropriation is projected to be depleted in the fall of 2012.  This program is exclusive to Chilmark tenants and is administered by the Dukes County Regional Housing Authority.

With no comment from the public a motion was made to close the hearing at 6:20 PM.  The motion was seconded and unanimously approved.  A subsequent motion was made to recommend the Housing Committee’s request and article to voters at the August 6, 2012 Special Town Meeting.  The motion was seconded and with no further discussion passed unanimously with six in favor.  

ADMINISTRATION

The March 21, 2012 meeting minutes were reviewed and unanimously approved as presented.  

If no new business is presented, the Committee agreed to cancel its August 15th meeting and attend the presentation by Stuart Saginor, Executive Director of the Community Preservation Coalition on Wednesday, September 19 @ 7:30 PM in Oak Bluffs.  

With no further business to discuss, the meeting adjourned at 6:25 PM.
