Community Preservation Committee Minutes 12/15/10

Present for the Community Preservation Committee and attending the meeting were:    Janet Weidner, Chairman, Warren Doty, Karin Wetmore, Jane Slater, Barbara Murphy and Chuck Hodgkinson.  Bonnie Stacy, David Vigneault and Todd Christy were also present.  Andy Goldman, Tim Carroll, Andrew Fischer and Allen Healy were absent.     

The meeting came to order at 7:07 PM.

At 7:08 pm Ms. Weidner opened the public hearing to review the recommended warrant articles for voter consideration at the April 2011 Annual Town Meeting.

  • $9,240 from existing FY 2011 Historic Preservation Reserve Funds.  This is Chilmark’s share of an island-wide funding campaign to catalog MV Museum historical records and preserve historic artifacts.  It will be a two-year program with a total island cost estimate of $325,000.  This appropriation is Chilmark’s contribution toward the first year’s activities.  This appropriation is recommended even if some of the other five towns do not agree to their shares.
Ms. Stacy thanked the Historical Commission and Committee for its support.  The first year’s total estimated cost is approximately one half of the total two-year projected budget.

  • $150,000 to partially fund the renovation of the historic Tea Lane Farmhouse -- $20,000 from existing FY 2011 Historic Preservation Reserve Funds; $70,000 from existing FY 2011 Community Preservation Budgeted Reserve Funds; $60,000 from existing FY 2011 Community Preservation Undesignated Reserve Funds.
  • $20,000 from existing FY 2011 Historic Preservation Reserve Funds for continued renovation of Chilmark’s historic stone walls along public ways.  The Historical Commission has oversight of the program and funds.
  • $20,000 from existing FY 2011 Affordable Housing Reserve Funds for Chilmark’s rental conversion program that is managed by the Dukes County Regional Housing Authority.
Mr. Vigneault thanked the Committee for its continued support over the years.  He added the island-wide program is modeled after Chilmark’s successful program that began in 2002.  






  • $5,000 from existing FY 2011 Historic Preservation Funds to renovate the Nomansland boat that is owned by the MV Museum.  They were built on the Vineyard and one is featured on the Chilmark Town seal.
Ms. Slater read a letter from the Historical Commission recommending this appropriation.  The purpose is to prepare a plan to conserve and stabilize the boat that is owned by the MV Museum.

With no further comment from the audience a motion was made to close the hearing at 7:30 PM.  The motion was seconded and unanimously approved.

A subsequent motion was made to recommend the Historical Commission’s request for $5,000 from existing FY 2011 Historic Preservation Funds for the Nomansland boat project as outlined.  The motion was seconded and unanimously approved.

MEETING MINUTES:  The November 17, 2010 meeting minutes were reviewed.  A motion was made to approve the minutes as presented.  The motion was seconded and approved by consensus.

FY 2012 BUDGET:  The proposed FY 2012 administration budget was reviewed.  A motion was made to approve the budget as presented.  The motion was seconded and unanimously approved.

With no further business to conduct the Committee wished all a wonderful holiday season and the meeting adjourned at 7:55 pm.
