FINAL
Present for the Community Preservation Committee and attending the meeting were: Janet Weidner, Chairman, Warren Doty, Karin Wetmore, Tim Carroll, Jane Slater, Andrew Fischer, and Chuck Hodgkinson. David Nathans was also present for the MV Museum. Barbara Murphy, Andy Goldman and Allen Healy were absent.
The meeting came to order at 7:03 PM.
MV MUSEUM APPLICATION FOR HISTORIC PRESERVATION FUNDS: Mr. Nathans thanked the Committee for its support and gave a summary of the proposed two-year document and artifact restoration project. He added that the phase one estimated cost of $163,000 will cover approximately one half of the project’s total cost estimate of $325,000. He is planning to return to the island’s Community Preservation Committees next year to request the remaining funds to complete the project – provided this first phase is approved. He also explained that he is requesting an increase of + $540 to Chilmark’s phase one share of the cost (total $9,240 versus the original request of $8,700). The initial application did not
include the projected increased staff cost for the preservation project. After discussion a motion was made to approve the request for $9,240 of Historic Preservation Reserve funds and recommend its approval to voters at the April 2011 Annual Town Meeting. The motion was seconded. In discussion it was agreed that if approved by voters this appropriation will not be contingent upon the other five island towns approving their respective shares of the total cost. The motion passed unanimously with six in favor.
TEA LANE FARM RENOVATION: Mr. Doty updated the Committee on the Tea Lane Farm renovation project. A three-person committee of Selectman Frank Fenner, Lenny Jason and Dick Smith has been appointed to develop the plans as approved by voters at the September 27, 2010 Special Town Meeting—amended Article # 4. They will work with Elise Elliston to develop the renovation plans. After discussion the Committee asked if a request for CPA Historic Preservation funds is planned for the April 2011 Annual Town Meeting. Mr. Doty said it is a good possibility and said $150,000 is a reasonable amount. A subsequent motion was made to recommend to voters an appropriation of $150,000 of CPA Historic Preservation funds to be used for the renovation of the Tea Lane Farmhouse. The funds
will be allocated as follows: $20,000 from the Historic Preservation Reserve Fund; $70,000 from the Community Preservation Budgeted Reserve Fund and $60,000 from the Community Preservation Undesignated Budgeted Reserve Fund. The motion was seconded. In discussion it was also agreed this recommendation is contingent upon the plan being approved by the Selectmen, Historical Commission and Community Preservation Committee with consultation from the MV Preservation Trust as outlined in the amended warrant article # 4. The motion passed unanimously with six in favor.
STONE WALL RENOVATION: Mr. Carroll suggested recommending an additional $20,000 of Historic Preservation Reserve funds at the April 2011 Annual Town Meeting to continue the successful renovation of Chilmark’s historic stone walls along the public ways. He added that the Historical Commission’s oversight of the program and funds is working very well. Chuck H. added that there is approximately $18,000 remaining of the current $30,000 appropriation and the Historical Commission is reviewing several applications for this balance. The Committee agreed and a subsequent motion was made to recommend appropriating an additional $20,000 of Historic Preservation Reserve funds for renovating Chilmark’s historic stone walls along public ways with the Historical Commission’s
continued oversight. The motion was seconded. In discussion Ms. Slater mentioned she will review the request at the next Historical Commission meeting. The motion passed unanimously with six in favor.
RENTAL CONVERSION PROGRAM: Mr. Carroll mentioned that there may be two rental properties added to Chilmark’s affordable rental inventory. The Committee discussed how successful this program has been over the years. Chuck H. mentioned there are currently four properties in the program and each property receives approximately $600-$800/month. A subsequent motion was made to recommend adding $20,000 of Affordable Housing Reserve funds to this program at the April 2011 Annual Town Meeting. The motion was seconded. In discussion Chuck H. also pointed out that the six Middle Line Road rental units will be finished in 2011. These apartments will not be eligible for rental conversion funds. The motion passed unanimously with six in favor.
PUBLIC HEARING DATE: The Committee discussed and agreed to advertise and hold its public hearing to discuss all of the April 2011 Annual Town Meeting CPA fund recommendations on Wednesday, December 15 @ 7:00 PM. Chuck H. will place the advertising accordingly.
MEETING MINUTES: The October 20, 2010 meeting minutes were reviewed. A motion was made to approve the minutes as presented. The motion was seconded and approved by consensus.
