Community Preservation Committee Minutes 07/21/10
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Janet Weidner, Chairman, Andy Goldman, Karin Wetmore, Allen Healy, Tim Carroll, Jane Slater and Chuck Hodgkinson.  Andrew Fischer, Warren Doty and Barbara Murphy were absent.     

The meeting came to order at 6:15 PM.  

TEA LANE FARM:  In Mr. Doty’s absence, Tim Carroll distributed a Tea Lane Farm Committee report dated July 8, 2010.  He added the Committee chose Option # 2 as outlined in the report and added the Selectmen plan to discuss the report at their August 3 meeting.  The Historical Commission representatives reiterated they cannot support a tear down of the farm house.  Chuck H. distributed the Beacon Home Inspection survey report dated June 8, 2010.  

Mr. Carroll outlined the Town’s financial options for bonding the Middle Line Road rental duplexes and how the timing of the bond issue may be influenced by the recent Menemsha fire dock repairs and perhaps, the farm renovation.  He added more work is needed on the plan for the farm’s use and possible renovation.  

The Committee reviewed the criteria needed to appropriate CPA Historic Preservation funds.  After much discussion the Committee agreed it does not have enough information to formally vote on a recommended use of CPA funds for the farm’s renovation.  This will be discussed further at the August 18th meeting.    

STONE WALL RESTORATION:  Ms. Slater informed the Committee that the Historical Commission unanimously voted to approve the proposal submitted on                November 16, 2009 to restore the remaining section of the Allen Farm stone wall along South Road.  The Historical Commission believes this project is grandfathered from last year and is the completion of old business.  It therefore does not recommend having a different stone mason finish the wall.  The Commission believes this is one of the most visible and unique stone walls in Chilmark and wants to be sure its restoration is seamless.  

The Historical Commission also informed the Committee that it is recommending the restoration of the stone wall along Ted and Judy Mayhew’s property.  This is a logical extension of the past restorations done along Menemsha Crossroad.  The Commission has restoration specifications and guidelines for preserving and rebuilding stone walls.  It is written in the form of an agreement between the Town and abutting property owner – as done with stone wall restoration Phases I and II.  Several quotes will be obtained before awarding the job.

The Committee thanked Ms. Slater for the update and unanimously agreed with the recommendations.

Chuck H. informed the Committee that letters were sent on June 23 to all Phase II stone wall restoration abutters reminding them to continue clearing the overgrown brush.

MEETING MINUTES:  The June 16, 2010 meeting minutes were reviewed.  A motion was made to approve the minutes as presented.  The motion was seconded and unanimously approved.

NEXT MEETING:  The next meeting is August 18, 2010 @ 6:00 PM.

With no further business to conduct the meeting adjourned at 7:20 PM.
