Community Preservation Committee Minutes 06/16/10
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Karin Wetmore, Barbara Murphy, Allen Healy, Janet Weidner, Warren Doty and Chuck Hodgkinson.  Andrew Fischer, Jane Slater and Tim Carroll were absent.     

The meeting came to order at 6:00 PM.  The Committee again warmly thanked Andy Goldman for his years of leadership.  After discussion a motion was made to appoint    Ms. Weidner as Chairman for the next year.  The motion was seconded and unanimously approved.

TEA LANE FARM:  Mr. Doty updated the Committee on the Tea Lane Farm Committee’s progress. The current timing calls for having the main house cleaned out by July 1 and the two out buildings will be cleaned out by July 15.  Beacon Home Inspection has surveyed the house.  Ms. Wetmore added the Historical Commission had an enthusiastic and spirited discussion of the program and unanimously voted to recommend renovating the existing historic house – in lieu of demolishing the structure and building a new one.  The Commission would like to meet the conditions that accompanied the Town’s initial purchase of the property.  Ms. Wetmore said the Commission supported the use of CPA Historic Resources Reserve funds and other available uncommitted CPA funds for the project.

After discussion of the logistics and timing it was agreed a scope of renovation work should be defined and have a reliable cost estimate for the Committee’s review at its August 18th meeting.  The Committee would then consider and vote to recommend the use of CPA funds for voter consideration at a fall Special Town Meeting.  If the Committee votes in favor it would advertise and schedule a public hearing to discuss the recommendation during the week of September 6—after Labor Day (9/6).

CPA RESERVE FUND UPDATE:  Chuck H. updated the Committee on the status of all previous CPA appropriations and added the following CPA fund transfers have been executed.  These programs have been dissolved or completed:

1.      $60,000 Helm Loan Appropriation April 2008 ATM Article # 22:  Has been returned to the Housing Reserve Fund.  The Island Affordable Housing Fund cannot match the appropriation as voted.

2.      $1,000 remaining from the Public Vista Restoration April 2005 ATM Article # 7:  Has been returned to the Open Space Reserve Fund.

3.      $23 remaining from the Phase II Stone Wall Restoration April 2006 ATM    Article # 14:  Has been returned to the Historic Resources Reserve Fund.  The Committee asked Chuck H. to send reminder letters to the Phase II stone wall restoration abutters regarding their agreement to keep the brush pruned along the wall.


MEETING MINUTES:  The May 20, 2010 meeting minutes were reviewed.  A motion was made to approve the minutes as amended.  The motion was seconded and unanimously approved.

NEXT MEETING:  The next meeting is July 21, 2010 @ 6:00 PM.

With no further business to conduct the meeting adjourned at 7:00 PM.
