Community Preservation Committee Minutes 05/19/10

Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Jane Slater, Tim Carroll, Karin Wetmore, Barbara Murphy, Allen Healy, Janet Weidner, Warren Doty and Chuck Hodgkinson.  Steve McGhee and Todd Christy also attended.  Andrew Fischer was absent.     

The meeting came to order at 6:00 PM.  The Committee thanked Andy Goldman for his years of leadership and reluctantly accepted his resignation as Chairman.  A motion was made to appoint Ms. Weidner as acting Chairman for the evening’s agenda.  The motion was seconded and unanimously approved.

HISTORICAL COMMISSION STONE WALL PRESERVATION AGREEMENT:  Ms. Slater proposed that future stone wall restoration projects have Historical Commission oversight.  She further suggested that the procedures for selecting and restoring additional stone walls follow the process that was used for the Phase II program.  She summarized the steps as follows:
-       The Historical Commission will select the sections of stone walls for restoration.  The plan has been to restore the walls along public ways leading to and from Town Center.
-       The stone wall restoration guidelines will be followed and have Historical Commission oversight.
-       100 percent of the cost to restore the walls will come from the $30,000 CPA Historic Resources appropriation that was approved at the April 2010 Annual Town Meeting.
-       The residents who own property abutting the stone wall will be contacted in writing with the liability release form.  The abutters will be asked to prune the brush overgrowth after the initial clearing and restoration is finished.
-       After the letters of consent are received the Historical Commission will request quotes for the work and award the job.

TEA LANE FARM:  Mr. Doty is the Chairman of the Tea Lane Farm Committee and summarized the plan and approach for renovating and leasing the farm.  He added the farmhouse is listed as an historic resource in the Town’s Master Plan (#25).  It is a 255 year old ¾ Cape—circa 1755.  There are a total of 13.5-acres of land available for farming which includes the land bank parcel.  He added two summer policemen and two land bank employees will live in the farmhouse this summer.  Their rent will be will be eight hours of weekly labor on the farm.  

Mr. Doty suggested using CPA Historic Preservation funds to renovate the farmhouse.  Chuck H. said there will be approximately $160,000 in historic preservation and budgeted reserve funds during fiscal year 2011.

Mr. Goldman asked if there are other funding sources.  Mr. Doty said he assumed the renovation would be funded by the Town and the availability of grants has not been explored.

After discussion the Committee agreed to a site visit with the Historical Commission on May 25 between 5:00-6:00 PM.

COMMUNITY PRESERVATION COALITION ANNUAL DUES:  Chuck H. said next year’s dues are $750 – which is the same as this year’s amount.  A motion was made to renew the Committee’s membership.  The motion was seconded and unanimously approved.

$60,000 HELM LOAN APPROPRIATION:  Chuck H. informed the Committee that the Island Affordable Housing Fund (IAHF) does not have the $60,000 matching funds that was a condition for recommending this appropriation – approved at the April 2008 Annual Town Meeting – Article # 22.  He added the $60,000 was not paid to the IAHF and is in the Town’s bank account earning interest.  A motion was made to return the $60,000 to the Housing Reserve Fund.  The motion was seconded and unanimously approved.

PERMANENT CHAIRMAN:  The Committee agreed to appoint a permanent Chairman at the next meeting – after the Selectmen re-appoint the Committee members.

MEETING MINUTES:  The April 21, 2010 meeting minutes were reviewed.  A motion was made to approve the minutes as presented.  The motion was seconded and unanimously approved.

NEXT MEETING:  The next meeting is June 16, 2010 @ 6:00 PM.

With no further business to conduct the meeting adjourned at 7:00 PM.
