Community Preservation Committee Minutes 12/16/09
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Jane Slater, Tim Carroll, Karin Wetmore, Warren Doty, and Chuck Hodgkinson.  Barbara Murphy, Janet Weidner and Andrew Fischer were absent.     

The meeting came to order at 6:00 PM.

Mr. Goldman opened the public hearing to review the Committee’s proposed warrant articles for the April 2010 Annual Town Meeting.  The Committee reviewed each article and commented as follows:

1.      Annual Reserve Fund Amounts:  The Committee discussed and agreed to estimate a $25,000 state matching level for fiscal year 2010 CPA tax receipts.  This brings the total estimated FY 2011 CPA revenue to $196,000 -- $171,000 tax receipts plus $25,000 in state matching funds.  A subsequent motion was made to approve the revised FY 2011 revenue estimate.  The FY 2011 ten percent reserve amounts for Housing, Historic Preservation and Open Space Preservation will be $19,600 for each reserve fund.  The balance of $137,200 will be reserved for the Community Preservation Budgeted Reserve Fund.
2.      Stone Wall Preservation:  The proposed amount of $30,000 of Historic Preservation Reserve Funds to restore additional stone walls along the Town’s roadsides was discussed and agreed.  The Historical Commission will oversee the applications and recommend specific grant amounts to the CPC.
3.      Rental Conversion:  The Committee agreed to recommend replenishing the Town’s Rental Conversion fund with an additional $55,000 appropriation.  This program is managed by the Dukes County Regional Housing Authority and is for the exclusive benefit of Chilmark residents.  The current balance is projected to last until        September – November 2010.
4.      Dukes County Courthouse Preservation:  The Committee agreed to endorse the County Manager’s application and request for $5,545 of Historic Preservation Funds to help pay for the replacement of 21 windows in the original historic courthouse.  The building is listed in the National Register of Historic Places.
5.      Annual Administration Expenses:   The Committee endorsed the standard language for this article.

With no comments from the audience a motion was made to close the public hearing at 6:15 PM.  The motion was seconded and unanimously approved.  A subsequent motion was made to recommend all five warrant articles as amended and with the proposed explanations for the upcoming April 2010 Annual Town Meeting.  The motion was seconded and unanimously approved.

Historical Commission Draft Stone Wall Preservation Agreement:  The Committee agreed to postpone discussion until the January 2010 meeting.

FY 2011 Budget:  The Committee reviewed the proposed FY 2001 budget and agreed to adjust the total budget amount to coincide with the maximum allowed amount of 5 percent of the projected FY 2011 CPA revenue—no more than $9,800.  The annual $1,000 budget for two guest speakers sponsored by the Historical Commission will be included.  A subsequent motion was made to approve the total amended FY 2011 budget of $9,641.  The motion was seconded and unanimously approved.

Meeting Minutes:  The September 16, 2009 and November 16, 2009 meeting minutes were reviewed.  A motion was made to approve both sets of minutes as presented.  The motion was seconded and unanimously approved.
 
NEXT MEETING:  The next meeting is January 20, 2010 @ 6:00 PM.

With no further business to conduct the meeting adjourned at 7:00 PM.
