Community Preservation Committee Minutes 02/18/09
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Jane Slater, Barbara Murphy, Tim Carroll, Andrew Fischer and Chuck Hodgkinson.  Janet Weidner, Warren Doty and Karin Wetmore were absent.     

The meeting came to order at 6:00 PM.  

1.      MEETING MINUTES:  The December 10, 2008 regular meeting minutes were reviewed.  A motion was made to approve the minutes as presented.  The motion was seconded and voted unanimously in favor.

2.    FY 2010 PROJECTED CPA REVENUE:  The projected FY 2010 CPA tax surcharge of $175,000 was discussed.  The estimated FY 2009 tax surcharge is $165,000.  Chuck H. summarized that the latest estimate for FY 2009 state matching funds is 35 percent.  He added that Towns that have voted the maximum 3 percent tax surcharge level will receive more than 35 percent in matching funds.  It was agreed to estimate a 50 percent matching level which brings the total projected FY 2010 CPA revenue to $257,500 (versus $352,508 in FY 2009 with 100 percent state matching funds).  The Committee moved, seconded and voted the FY 2010 reserve amounts for voter approval at the Annual Town Meeting as follows:  10 percent ($25,750) for the Affordable Housing Reserve Fund;    10 percent ($25,750) for the Open Space Reserve Fund; 10 percent ($25,750) for the Historic Preservation Reserve Fund and 70 percent ($180,250) for the Community Preservation Budgeted Reserve Fund.

3.      2009 COMMUNITY PRESERVATION COALITION DUES:  The dues for 2009 is the same as 2008 -- $750.00.  The Committee agreed this organization is a very useful resource for the Town.  A motion to pay the 2009 dues was made, seconded and unanimously approved.

4.      MAYHEW, HANCOCK, MITCHELL HOUSE c. 1655:  Ms. Slater updated the Committee on how the Historical Commission is working with the Sheriff’s Meadow Foundation to try and find a way to preserve this important part of Chilmark’s heritage.  This house is owned by Sheriff’s Meadow and is located on their property off Quansoo Road.  The house may be the oldest house on the island.  Ms. Slater mentioned they hope to have a plan in the coming months and may propose the use of historic preservation funds to help preserve the home.

5.      STONE WALL BRUSH CLEARING:  As requested Chuck H. summarized the plan to clear the brush along the restored Phase I stone walls.  The lower estimate is $1500.  The Committee approved the work which will be done after the spring vegetation has grown.

6.      ACT TO SUSTAIN COMMUNITY PRESERVATION:  Chuck H. distributed a summary of this proposed legislation that is sponsored by Sen. Cynthia Stone Creem and Rep. Stephen Kulik.  One of its features calls for a minimum 75 percent state matching level of town-collected CPA tax revenue.  The Committee discussed the extraordinary economic times and pressures on all government activities and budgets.  It was agreed to support this legislation.  Chuck H. will research the details and follow through on the Committee’s request.


7.      MIDDLE LINE ROAD DESIGNER AND OWNER’S PROJECT MANAGER FEES:  Mr. Carroll summarized that the there are two proposed warrant articles for the annual town meeting that are intended to advance the rental duplex construction for the Middle Line Road Community Housing Program.  The amounts are $85,000 for design fees needed to prepare the rental duplex construction drawings and bid specifications that are needed for contractor bidding purposes.  $40,000 is estimated for the required Owner’s Project Manager and Clerk of the Works position(s).  After much discussion the Committee agreed that while the funds are available, it would not support this use of CPA funds.  If used for this purpose all three rental duplexes would be encumbered by the CPA mandated maximum tenant income level of 100 percent of county median income.  It would consider a possible use of CPA funds if they could be dedicated to one of the three planned rental duplexes.
