Community Preservation Committee Minutes 05/28/08
Present for the Community Preservation Committee and attending the meeting were:  PersonNameAndy Goldman, Chairman, Warren Doty, PersonNameJane Slater, Karin Wetmore, PersonNameTim Carroll, Barbara Murphy and PersonNameChuck Hodgkinson.  Russell Maloney and Janet Weidner were absent.     

The meeting came to order at 7:00 PM.  

1.      COMMITTEE MEMBERS:  Mr. Goldman informed the Committee that due to other commitments Mr. Randol will no longer be able to represent the Housing Committee.   Mr. Goldman then welcomed PersonNameTim Carroll as the new Park & Recreation member and Barbara Murphy as a new At Large member.  Mr. Goldman will represent the Housing Committee.  The Committee recommended the Board of Selectmen send Mr. Randol a letter of gratitude for his service.

2.      MIDDLE addressStreetLINE ROAD UPDATE:  Mr. Doty summarized that the Request for Proposals (RFP) seeking a Developer to install the infrastructure and build and manage the three rental duplexes was near completion.  The targeted release date is June 13.

3.      COMMUNITY PRESERVATION COALITION MEMBERSHIP – FY 2009:  Mr. Goldman summarized the benefits of being a member of the coalition and added the annual dues for Chilmark would be $750.  The Committee discussed the value of this organization and how it provides timely updates and advice on the use of PersonNameCPA funds.  A subsequent motion was made to join the Coalition for fiscal year 2009.  The motion was seconded and unanimously approved.

PersonName4.    CPA RESERVE FUND BALANCES:  Chuck H. distributed a projected summary of reserve fund balances and FY 2009 revenues as of July 1, 2008. The Committee agreed to consider re-funding the rental assistance program at the July 23 meeting.  The deadline for the fall special town meeting warrant is July 28.

5.      FUTURE PersonNameCPA-FUNDED PROJECTS:  The Committee discussed several possibilities for the use of Historic Resources funds.  It agreed to re-open the possibilities of a farming preservation initiative – perhaps involving the Silva Farm; another Park & Recreation possibility is to search for parking space near the Hariph’s Creek boat launch ramp.  

6.      VETERAN’S MEMORIAL:  The Committee thanked Ms. Slater and the Historical Commission for organizing the Veteran’s Memorial and its well-attended dedication ceremony.

7.      MEETING MINUTES:  The January 30, February 27 and March 26, 2008 minutes were reviewed.  A motion was made to approve all three sets of minutes as presented.  The motion was seconded and approved by consensus at the direction of the Chairman.

8.      NEXT MEETING:  The next CPC meeting will be Wednesday, June 25 @ 7:00 PM.
