Community Preservation Committee Minutes 03/26/08
Regular Meeting March 26, 2008; 7:00 PM Town Hall

Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Janet Weidner, PersonNameWarren Doty, Karin Wetmore, PersonNameBill Randol and PersonNameChristina Soulagnet, Administrative Assistant.  Jane Slater, Russell Maloney, and PersonNameChuck Hodgkinson were absent.

The meeting came to order at 7:00 PM.   

        1.  MINUTES:  The 12/19/07 meeting minutes were reviewed.  A motion to approve the
 minutes as amended was made, seconded and unanimously approved.

 The 1/23/08 meeting minutes were reviewed.  A motion to approve the minutes as
  amended was made, seconded and unanimously approved.

2.  HELM LOAN PROGRAM:  The Committee reviewed the Helm Loan discussion
     paper provided by PersonNameChuck Hodgkinson in preparation for a presentation at the Annual
     Town Meeting.  The warrant article requests the transfer of $60,000 from the
    Mortgage Interest Assistance Program to fund the Helm Loan Program, which is
     managed by the Island Affordable Housing Fund (IAHF).   If approved, the IHAF will
     match the Town's $60,000 contribution, bringing the total available funds for second
     mortgages to $120,000.  An applicant participating in this program would be required
    to sign over the title of  land to the placeIsland Housing Trust.  If the applicant leases the
     land from the Town, the Town will retain the title.  Mr. Goldman asked the members
     to review the discussion paper and email any ideas or thoughts that would help clarify
     the program for ease of understanding for town voters.

    the CPC Annual Report to recall this past year's accomplishments.   

4.  CPA FUND BALANCE:  The Committee reviewed the worksheet prepared by
    PersonNameChuck Hodgkinson, which outlined the Reserve Fund balances.  The numbers
     reflected the articles approved at the Special Town Meeting on March 3, 2008, which
    appropriated $500,000 for land acquisitions for the Middle Line Road Community
     Housing Program.  Mr. Doty informed the Committee that this year the State will
     provide a 90% match of Fiscal Year 2008 CPA funds.  

5.  MASTER PLAN UPDATE:  The Committee reviewed and approved the Master Plan
     Update draft.  Mr. Hodgkinson will forward the final copy to the Planning Board.

6.  MIDDLE LINE ROAD UPDATE:  Mr. Goldman informed the Committee that
     the archeological survey has been completed.  This survey was a condition by the
     placeMartha's Vineyard Commission as part of their review of the addressStreetMiddle Line Road  
     Form C.  The Committee received and reviewed a preliminary management summary
     of the archeological survey, which stated that the site is not eligible for inclusion in
     The National Register of Historic Places and that no further survey is recommended.
    The members were very pleased with the survey results.

7.  UPCOMING MEETINGS:

With no further business to discuss, the meeting adjourned at 8:05 PM.
