Community Preservation Committee Minutes 01/30/08
Present for the Community Preservation Committee and attending the meeting were:  PersonNameAndy Goldman, Chairman, Warren Doty, Bill Randol, Janet Weidner, Russell Maloney and PersonNameChuck Hodgkinson.  PersonNameJane Slater and PersonNameKarin Wetmore were absent.     

The meeting came to order at 6:30 PM.  
        
1.      AFFORDABLE HOUSING:  Mr. Doty informed the Committee that the Selectmen have just concluded the negotiations to purchase the second parcel of land – Map 13 Lot 30 – that abuts addressStreetMiddle Line Road and the Jaksa lot for $225,000.  This combined with the recently negotiated Jaksa lot acquisition (Map 13 Lot 29) would provide more space for the required new intersection of addressStreetMiddle Line Road and addressStreetTabor House Road and become a natural buffer between the land fill and addressStreetTabor House Road – which is a Roadside District of Critical Planning Concern.  The Committee discussed the benefits of owning both lots and congratulated the Selectmen.  A motion was made to rescind the motion and vote of January 23, 2008 recommending the use of $275,000 PersonNameCPA funds for the Jaksa lot purchase.  The motion was seconded and unanimously approved.  A subsequent motion was made to recommend at the March 3, 2008 Special Town Meeting the use of $500,000 of PersonNameCPA funds for the mixed-use and acquisition of both parcels -- Map 13 Lots 29 and 30 – pending Town Counsel approval.  The funds will be equally split between Open Space Preservation and Affordable Housing uses.  The motion was seconded and unanimously approved.  The funds for Map 13 Lot 29 will be transferred as follows:  $37,500 from each of the Housing and Open Space Preservation Reserves and $200,000 from the Community Preservation Budgeted Reserve.  The second lot Map 13 Lot 30 will receive $112,500 from each of the Housing and Open Space Preservation Reserve funds.  

2.      SOUTH ROAD PHASE III STONE WALL RESTORATION PROPOSAL:  Mr. Doty read a letter and PersonNameCPA proposal from Michael Van Valkenburgh and his neighbors requesting up to $20,000 of PersonNameCPA Historic Preservation funds to restore the historic stone walls running along South Road from the West Tisbury Town line to about Meetinghouse Road.  The proposal offered a matching sum of up to $20,000 that will be raised by the abutters along this section of addressStreetSouth Road and added to the restoration fund.  The Committee thanked Mr. Doty and thought this was a terrific use of historic preservation funds.  The Committee however thought the matching private funds should not include any money already spent restoring these stone walls – as proposed in the letter.  After brief discussion a motion was made to recommend the use of up to $20,000 of the available Historic Preservation Reserve funds for this purpose with the condition that the neighbors would raise an additional matching level of funds – up to $20,000.  The motion was seconded and unanimously approved.  This article will appear on the April 28, 2008 Annual Town Meeting Warrant.

3.      FISCAL YEAR 2009 RESERVE FUND APPROPRIATIONS:  Chuck H. explained that the Commonwealth has not yet announced the matching fund level for the Town’s fiscal year 2008 PersonNameCPA tax collections.  He added that the Committee should recommend the required minimum percentages as done every year for voter consideration at the April 28, 2008 Annual Town meeting.  The precise dollar amounts can be amended on the Town Meeting floor that reflect the final matching level for FY 2008.  This figure is due from the Department of Revenue (DOR) by the end of March.  After discussion a motion was made to recommend reserving 10 % of projected FY 2009 PersonNameCPA revenues for each of the Housing, Open Space Preservation and Historic Preservation Reserve Funds and 70 % for the        FY 2009 Community Preservation Budgeted Reserve Fund.  The motion was seconded and unanimously approved.
