Present for the Community Preservation Committee and attending the meeting were: PersonNameAndy Goldman, Chairman, Karin Wetmore, PersonNameWarren Doty, Janet Weidner, Russell Maloney, Bill Randol and PersonNameChuck Hodgkinson. Also attending were David Vigneault, Terri Keech (DCRHA), Zee Gamson, Tom Osmers and Rick Lee. Jane Slater was absent.
The meeting came to order at 7:00 PM.
1. MINUTES: The 8/28/07 meeting minutes were reviewed. A motion to approve the minutes as presented was made, seconded and unanimously approved.
2. TOM OSMERS, placeWEST TISBURY SHELLFISH CONSTABLE: Tom Osmers summarized the situation regarding the new Federal and State commercial fishing quotas for our region, how they are prepared and how the island’s smaller fishing vessels may or may not be eligible to fish within the new quota system. He explained that the new quota system favors larger fishing vessels and fleets and therefore, may pass over the smaller, independent “family” owned, commercial fishing vessels. He added that placeCityChatham was in the same position as the Vineyard’s commercial fishermen. They successfully prepared and filed a “sector” commercial fishing plan to ensure its fleet of smaller independently owned boats are included in the new
quota system. Mr. Osmers summarized that he has submitted a draft outline for a Vineyard sector plan which is on file with the authorities. He added that the island fishermen support this effort while stating it is seriously under funded. He has received a $3,000 grant from the Permanent Endowment Fund for placeMartha’s Vineyard. This is managed by Rick Karney through the MV Shellfish Group. He has also received a small grant from the Barnacle Club of Vineyard Haven. Mr. Osmers is meeting with all of the island’s Community Preservation Committees to explain the project, needs and ask for their support of the effort as an Historic Preservation appropriation.
After much discussion the Committee thanked Mr. Osmers for all of his efforts and added that the Committee supports the importance and need for a Vineyard Sector Plan to help preserve this important part of the island’s heritage. Mr. Doty summarized how the process works and said the Committee needs to receive a specific proposal before it can act.
3. DUKES COUNTY REGIONAL HOUSING AUTHORITY (DCRHA): The Committee welcomed David Vigneault and Terri Keech of the DCRHA. Mr. Vigneault summarized how the Town’s PersonNameCPA funded rental assistance program is organized and managed. He explained how the DCRHA examines each of the Chilmark recipient’s eligibility and income annually and adjusts the amount of rent subsidy for each candidate accordingly. He commented that Chilmark was a pioneer for this successful program and outlined how the DCRHA is working to convince the CPC’s in the other island towns to finance a similar program. Mr. Vigneault further outlined the DCRHA’s mission and involvement in other affordable housing programs on the island and provided the contact
information for each program. The Committee thanked Mr. Vigneault and Ms. Keech for taking the time to meet and looks forward to increased involvement with the DCRHA and the Middle Line Road Community Housing Program.
4. MIDDLE addressStreetLINE ROAD COMMUNITY HOUSING PROGRAM: Mr. Goldman summarized the work and progress made in developing all of the necessary legal documents for the Middle Line Road Community Housing Program.
5. MATCHING PersonNameCPA FUNDS: The Committee acknowledged the Commonwealth’s notification that it will match 100 percent of the Chilmark’s PersonNameCPA tax collections for fiscal year 2007. The amount will be $149,210. The funds should arrive in November 2007.
6. NEXT MEETING: The Committee discussed the possibility of changing its regularly scheduled meeting date to the third or fourth Wednesday of each month. The Committee agreed the next meeting should be held on Wednesday, November 28 @ 7:00 PM. The final meeting schedule will be decided at that time.
