Present for the Community Preservation Committee and attending the meeting were: PersonNameAndy Goldman, Chairman, Karin Wetmore, PersonNameWarren Doty, Janet Weidner, Russell Maloney and PersonNameChuck Hodgkinson. Jane Slater and Bill Randol were absent.
The meeting came to order at 7:04 PM.
1. PRESERVING CHILMARK’S FARMING HERITAGE: Mr. Goldman informed the committee that Town Counsel is researching whether or not CPA funds may be used to help preserve the Town’s farming heritage. Mr. Doty summarized the purpose and operating principles for the Fisheries Development Fund. It has three directors of the fund with a separate review committee for evaluating applications and requests for funds. The review committee makes recommendations to the Board of Directors. He suggested a similar program could be created to help achieve the goal of preserving Chilmark’s farming heritage. The committee agreed and awaits Town Counsel’s opinion.
Mr. Doty outlined the framework for a 34-acre acquisition of Thimble Farm to help preserve its use. The concept was 1/3 from the Land Bank, 1/3 from the Agricultural Community and 1/3 from an Affordable Housing Group – to provide affordable housing for agricultural workers.
2. MINUTES: The 7/24/07 meeting minutes were reviewed. A motion to approve the minutes as presented was made, seconded and unanimously approved.
3. DUKES COUNTY REGIONAL HOUSING AUTHORITY (DCRHA) TOWN FEE ASSESSMENTS: The Committee inquired if any other Towns were paying their annual assessments from the DCRHA with Housing CPA funds. Chuck H. will investigate this and report back to the committee.
4. MIDDLE addressStreetLINE ROAD COMMUNITY HOUSING PROGRAM: Mr. Doty summarized the status of the road improvement plans for this program. After discussion the Committee asked Chuck H. to investigate additional possibilities of CPA fund use for this housing program.
5. NEXT MEETING: The next CPC meeting is scheduled for Tuesday, September 25, 2007 @ 7:00 PM.
