Community Preservation Committee Minutes 7/11/07
Present for the Community Preservation Committee and attending the meeting were:  PersonNameAndy Goldman, Chairman, PersonNameBill Randol, Russell Maloney, Karin Wetmore and Chuck Hodgkinson.  PersonNameWarren Doty, Janet Weidner and Jane Slater were absent.     

The meeting came to order at 7:00 PM.  
        
1.      MIDDLE addressStreetLINE ROAD UPDATE:  Mr. Goldman gave a progress update of the Middle Line Road Affordable Housing Program.  The Form B subdivision plan has been approved by the Planning Board and Martha’s Vineyard Commission (MVC).  The next steps are to file a final, Form C subdivision plan with the Planning Board who will in turn refer it back to the MVC.  The Conservation Commission and Board of Health permit applications will be submitted as well.

An itemized summary of all expenses incurred to date against the $212,000 CPA appropriation for addressStreetMiddle Line Road planning was reviewed.  Approximately $64,000 of this appropriation has been spent thus far.

2.      MINUTES:  The 5/22/07 meeting minutes were reviewed.  A motion to approve the minutes as presented was made, seconded and unanimously approved.

3.      ROBERT THORSON VISIT:  The Committee discussed Mr. Thorson’s visit and were pleased with the large response to his lecture and guided tour.  

4.      COMMUNITY PRESERVATION ACT (CPA) DISCUSSION:  Mr. Goldman summarized the statutory requirements, commitments and procedures for adopting, revising or repealing the CPA.  He asked the group to consider whether or not the Committee should have a more formal discussion of the Town’s CPA accomplishments and benefits at the April 2008 Annual Town Meeting while reminding voters of their options for the future.

5.      FUTURE CPA PROJECTS:  While it is not the Committee’s primary function to initiate CPA funded projects for voter consideration the Committee discussed potential subjects for future programs.  Ms. Wetmore suggested there may be an opportunity for an Historic Preservation program designed to help preserve the Town’s farming heritage and traditions.  The group agreed that this is worth exploring further.  Chuck H. will invite Clarissa Allen to attend the next meeting for more discussion.

6.      NEXT MEETING:  The next CPC meeting is scheduled for Tuesday, July 24, 2007             @ 7:00 PM.    

With no further business to discuss the meeting adjourned at 7:52 PM.
