Community Preservation Committee Minutes 3/7/07
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Chairman, Andy Goldman, Jane Slater, Bill Randol, Karin Wetmore, Russell Maloney, Warren Doty and Chuck Hodgkinson.  Janet Weidner was absent.     

Mr. Goldman opened the meeting at 7:00 PM.
        
1.      STONE WALL RESTORATION PHASE II UPDATE:  Chuck H. informed the Committee that Morgan Stone & Landscape will start working on most of the stone wall restoration areas along Middle Road this month.  There are still several consent forms that have not yet been received for the State Road sections.

2.      ROBERT THORSON SUMMER VISIT AND LECTURE:  Chuck H. informed the Committee that Robert Thorson has not responded to several follow up emails attempting to schedule a lecture date this summer.  The Committee decided to not invest any more time trying to locate Mr. Thorson.

3.      MIDDLE LINE ROAD UPDATE:  Messrs. Goldman and Doty summarized the status of several aspects of this program.  The draft Implementation Guidelines will be reviewed with the Housing Committee next week, revised and given to Town Counsel for comment.  It was hoped these documents would be completed next month.  The lottery application kits will include but not be limited to the implementation guidelines, ground lease and other homeowner and rental association documents.

4.      COMMUNITY PRESERVATION COALITION MEMBER FEE:  Chuck H. distributed a letter from the Coalition stating they are asking towns to pay annual membership fees to help cover their operating expenses.  The fee schedule is based upon each town’s annual CPA surcharge.  If Chilmark decided to become a member its annual fee would be $750.  As reference the highest annual fee is $7500.  The DOR will allow towns to use CPA funds for this purpose.  The Committee felt the fee is rather high when compared to the fees for other organizations that represent other Town disciplines.  The Committee will consider whether or not to become a dues-paying member.

5.   MINUTES:  The 1/23/07 meeting minutes were reviewed.  A motion to approve the minutes with minor corrections was made, seconded and unanimously approved.

6.      NEXT MEETING:  The next CPC meeting is scheduled for Tuesday, March 27, 2007         @ 7:00 PM.  

With no further business to discuss a motion was made, seconded and unanimously approved to adjourn.  The meeting adjourned at 7:28 PM.
