Community Preservation Committee Minutes 12/21/06
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Jane Slater, Janet Weidner and Warren Doty.  Also attending were Brock Callen (SailMV) and Chuck Hodgkinson.  Absent were Bill Randol, Russell Maloney and Karin Wetmore.     

Mr. Goldman opened the meeting at 7:00 PM.
        
1.   BROCK CALLEN SAIL MV AND CHILMARK COMMUNITY CENTER SUMMER SAILING PROGRAM:  Mr. Callen informed the Committee that the Sail MV Board of Directors unanimously approved the proposed concept of running the sailing program for the Chilmark Community Center.  He added that there are several details that have not yet been agreed to between the two parties and hoped to have the issues resolved by    January 1, 2007.  Mr. Goldman suggested several memorandums of understanding by and between the parties are needed and invited Mr. Callen to return when these were completed.  Ms. Slater asked if a Menemsha Pond impact study was performed for the expanded sailing program, if the harbormaster was consulted and how the program would affect parking at the Hariph’s Creek boat launch area.  

After further discussion Mr. Callen thanked the Committee for calling this meeting to discuss his proposal and respectfully recommended the withdrawal of the funding request for at least one year.  This will give Sail MV and the Community Center time to work out the details and address the Committee’s other questions.  The Committee wished Mr. Callen well with this endeavor, accepted the withdrawal of the CPA fund request subject to several contingencies that needed to be worked out and welcomed his return at a future date.    

2.      FISCAL YEAR 2008 BUDGET:  Chuck H. distributed a proposed working budget for fiscal year 2008.  After brief discussion a motion was made to approve the budget as presented.  The motion was seconded and unanimously approved.

3.   OPEN DISCUSSION:  Mr. Doty updated the Committee on the Shellfish Restoration Committee’s progress for increasing the recreational and commercial shellfish harvests in all Chilmark ponds.  Several potential funding sources for equipment and resources were discussed including the Governor’s Seaport Council in Fairhaven.  Chuck H. will contact the group to see if funds have been secured and if this program might qualify.

4.   MINUTES:  The 11/28/06 meeting minutes were reviewed.  A motion to approve the minutes with minor corrections was made, seconded and unanimously approved.

5.      NEXT MEETING:  The next CPC meeting is scheduled for Tuesday, January 23, 2007       @ 7:00 PM.

With no further business to discuss a motion was made, seconded and unanimously approved to adjourn.  The meeting adjourned at 7:50 PM.
