FINAL
Present for the Community Preservation Committee and attending the meeting were: Jane Slater, Phil Smith, Warren Doty, Bill Randol, Andy Goldman, Bruce Bartels and Chuck Hodgkinson. Absent: John Flender and Karin Wetmore. Also attending was Brien Hefler of the MV Gazette.
Mr. Smith opened the meeting at 6:00 PM as acting chair in Mr. Flender’s absence with the following agenda:
- Stone wall and public vista restoration projects update.
- Middle Line Road Update.
- Town Forest update.
- Menemsha Fishing Heritage
- FY 2005 State Matching Funds.
- August 23, 2005 Meeting Minutes.
1. PROJECT UPDATES: Chuck Hodgkinson said Jimmy Morgan has begun clearing the brush on all four stone wall segments and is making good progress.
Tea Lane Nursery has started clearing the Quitsa Pond overlook on Don Hurley’s property at 135 State Road. Matt Dix, the Land Bank’s caretaker is ready to meet with Tea Lane Nursery to discuss the specifics of the pruning on Peaked Hill. Tea Lane Nursery has met with the Clam Point Cove property abutters. Rusty Walton, the Conservation Officer, must review the proposed pruning to determine if a Conservation Commission permit is required due to the close proximity of wetlands.
2. MIDDLE LINE ROAD UPDATE: Bill Randol and Warren Doty provided updates on the plan for Middle Line Road. A consultant has been hired to help draft the Request for Proposal (RFP) that will be used to solicit bids from development contractors. Andy Goldman mentioned that he coincidentally has known the consultant for many years and he is very well qualified. Mr. Goldman added that his acquaintance did not influence the consultant’s appointment.
The Committee discussed whether or not it should recommend for voter approval the formal commitment of 75 percent of CPA funds for affordable housing. It was agreed the committee understands that affordable housing will receive a large share of CPA funds but did not want to ask for voter approval and commitment at this time. It will consider and recommend appropriations as they are needed and presented by the Housing Committee.
3. TOWN FOREST: The idea of possibly using CPA funds to investigate and gain public access to the Town Forest was discussed. If access is obtained, the group considered the methods and means of maintaining the forest for passive recreation such as hiking. One possibility was having the Land Bank create and manage hiking trails. It was ultimately concluded that while this is a worthwhile project the Committee would not pursue it at this time.
4. MENEMSHA FISHING HERITAGE: The concept of creating a way to help preserve Menemsha’s fishing heritage and culture was discussed. Jane Slater passed out an article from the fall 2003 Vineyard Style magazine. It reported on the character of Menemsha Village and its fishing heritage. It was agreed to draft a list of questions for consideration and possible discussion with several of the Menemsha fishermen.
5. FY 2005 STATE MATCHING FUNDS: Chuck Hodgkinson informed the Committee that the state matched 100 percent of the FY 2005 CPA tax revenues -- $135,120. This was consistent with the budget projection of $135,000.
6. AUGUST 23 MEETING MINUTES: The minutes of the 8/23/05 CPC meeting were reviewed. Mr. Smith made a motion to approve the minutes as presented. Mr. Doty seconded and the vote was unanimous in favor.
7. NEXT CPC MEETING: The next CPC meeting will be scheduled for Tuesday, November 22 @ 7:00 PM. Mr. Doty made a motion to adjourn the meeting. Ms. Slater seconded and the meeting adjourned at 6:55 PM.
