Community Preservation Committee Minutes 05/24/05
FINAL

Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Warren Doty, Karin Wetmore, Bill Randol, Bruce Bartels, Jane Slater and Chuck Hodgkinson.  Also attending Frank Yeomans.  Absent:  John Flender and Phil Smith.  

Mr. Doty opened the meeting at 7:03 as acting chair in Mr. Flender’s absence with the following agenda:
-       Review CPC Project Bids
-       Discuss and vote on the Housing Committee’s $212,000 request for the Plan for Middle Line Road.
-       Approve March 22, 2005 CPC Minutes.
-       Approve April 19, 2005 CPC Public Hearing Minutes.

1.      CPC Project Bids:  The project bids for the stone wall and scenic overlook restoration projects were reviewed.  Mr. Doty made a motion to approve the bids for submission to the Board of Selectmen.  Ms. Wetmore seconded.  The vote was unanimous in favor.

2.      Housing Committee CPA Fund Request:  Mr. Doty summarized the plan for Middle Line Road; the pro forma cost estimate and the proposed sources and uses of funds.  He continued to outline the Housing Committee’s request for $212,000 of CPA funds that would be used to complete the feasibility study, pay for about 50% of the legal work, and develop architectural and engineering plans.  After discussion, Frank Yeomans asked if the CPC agrees with the Housing Committee’s plan to allow the occupants of the home ownership units to pass them onto their heirs – even if their heirs may not meet the affordable housing application criteria.  Mr. Yeomans continued that this is an important understanding for the CPC before any funds are voted for this program.  Mr. Goldman commented that the CPC’s role is to encourage the submission of ideas for CPA funding that meet CPA requirements.  It is not the Committee’s role to decide the structure of a plan or its terms and conditions.  The final appropriation of CPA funds and the structural details of a plan are determined by the voters at Town Meeting.  

Mr. Doty made a motion to forward for Town Meeting vote on June 13, 2005 the Housing Committee’s $212,000 CPA funding request for planning the Middle Line Road program as outlined.  Mr. Goldman seconded.  Ms. Slater recommended and moved in discussion that the CPC provide at Town Meeting a written description outlining the specific funding sources for the $212,000 CPA appropriation which are:  $54,560 of unspent funds from the $56,000 feasibility study CPA appropriation that was approved at the October 21, 2002 Special Town Meeting, Article # 17 plus, up to $157,500 from the Community Preservation Budgeted Reserve Fund.  Mr. Goldman seconded Ms. Slater’s recommendation and motion.  The vote was unanimous in favor.

3.    Approve March 22, 2005 CPC Minutes:  The minutes for the 3/22/05 CPC meeting were reviewed.  Mr. Doty made a motion to approve the minutes as presented.  Mr. Goldman seconded.  The vote to approve the minutes was unanimous.

4.       Approve April 19, 2005 CPC Public Hearing Minutes:  The minutes for the 4/19/05 CPC Public Hearing were reviewed.  Mr. Doty made a motion to approve the minutes as presented.  Mr. Goldman seconded.  The vote was unanimous in favor.

5.      Next CPC Meeting:  June 28, 2005 @ 7:00 PM.



Mr. Doty made a motion to adjourn the meeting.  Mr. Goldman seconded.   The vote was unanimous to adjourn the meeting at 7:29 PM.
