  • Open Public Hearing for the four proposed CPA Warrant Articles:
A.  Article #   :   To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate from the Community Preservation Historic Resources Reserve the sum of $8,610.00 to fund Chilmark’s share of an island-wide funding campaign to preserve Martha’s Vineyard Museum historic artifacts.  

B.  Article #   :   To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate $100,000.00 of CPA Historic Resources Reserve Funds as a grant to partially fund renovations of the historic Tea Lane Farmhouse; and to meet this appropriation use CPA funds as follows:  $70,000.00 from the Community Preservation Historic Resources Reserve and $30,000.00 from the Community Preservation Budgeted Reserve Funds.

C.  Article #    :   To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to appropriate $430,000.00 of CPA Open Space Reserve Funds for a possible future land acquisition; and to meet this appropriation use CPA funds as follows:  $110,000.00 from the Community Preservation Open Space Reserve Fund; $140,000.00 from the Community Preservation Budgeted Reserve Fund and $180,000.00 from the Community Preservation Undesignated Reserve Fund.  

D.  Article #   :  To see if the Town will vote to approve the following request of the Community Preservation Committee:  To see if the Town will vote to reserve from the Community Preservation Fund FY 2013 estimated annual revenues up to the following amounts for community preservation projects:  $27,316.00 for Open Space Preservation Reserve; $27,316.00 for Historic Resources Reserve; $27,316.00 for Housing Reserve; and $191,209.00 for the Community Preservation Budgeted Reserve.

  • Close the Public Hearing.  CPC discuss each funding proposal and vote whether or not to recommend each request for voter consideration at the April 23, 2012 Annual Town Meeting.  See possible February Special Town Meeting date for the Tea Lane Farm project.
If recommended for voter consideration, discuss and agree upon the specific grant agreement structure and terms for:

        MV Museum $8,610.
        
Tea Lane Farm $100,000.  (See handout discussion outline).  Place on Special Town Meeting Warrant – Possible date February 6?



3.   Discuss and vote on renewing CPA Coalition membership and $750 dues payment.

  • Review 11/16/11 meeting minutes.
  • MVC Island-wide Housing Needs Assessment Study Update:  
Voters awarded $2700 of CPA Affordable Housing Funds to pay for Chilmark’s share—even if not all six towns fund their shares.

The MVC confirmed (in December 2011) it received the state grant money it needed to funds its share of the study’s cost.

Edgartown is the only remaining Town that has not contributed its share of the cost.

  • Key Dates:      FINCOM Budget Hearing:  Wed., January 25 @ 7:00 PM – Review FY 2013 budget and warrant articles.
February Special Town Meeting Possible – Tea Lane Farm.  Be sure to prepare voter handout if the $100,000 grant proposal is on the warrant.
