Minutes of August 14, 2017

Chair Allen Mayville opened the meeting at 6:37 pm.

Tom reported that Jim was on vacation. Members reviewed the minutes of the July 10 meeting. A motion was then made, seconded and voted unanimously to approve the minutes of July 10.

Doug informed the committee that Jim’s cost estimate for the proposed King Road project was $404,000 and asked whether the committee needed to reconsider the project. Tom reported that the town would be receiving about $75,000 of additional highway funds from the state that might be able to offset any additional cost. The committee decided not to modify its proposed project.

The committee hopes that bid documents can be prepared before its September meeting. If bids can be received in the fall, the report can contain actual bid amounts as it has in the past two years.

Questions were raised, however, about how the existing spreadsheet calculations are done. For the past two years, those calculated cost estimates have been greater than the lowest bids received from contractors. It was decided that those calculations and inputs should be discussed with Jim at the next meeting.

The committee decided not to place the current early draft of its 2017 report on the town website. Doing so could easily be misleading because some data has not been updated and final decisions have not been made.

Alan raised the need for ballast on paved roads to bring the verge up to pavement level in order to avoid edge cracking when vehicles are partially on and partially off the pavement.  This discussion focused on Center Road, although not exclusively.

Tom reviewed the road map for inclusion in the 2017 report. Committee members suggested a few corrections to his draft. Tom will send the final map as a JPG to Doug for addition to the report.

The October meeting was planned for October 9 but that is Columbus Day. The committee decided to change that meeting to Monday October 2.

The next meeting is scheduled for Monday, September 11, at 6:30pm at the Town Highway Office.

The meeting was adjourned at 7:15pm.
