Road Advisory Committee Minutes 03/19/2012
Town of Chichester
Road Advisory Committee Meeting
March  19, 2012

Members Present: Doug Hall,- Chairman, Richard DeBold – Selectman Ex-Officio, Dave Dobson, Terry McCormack, Tom Jameson, Allen Mayville, Richard Millett, Stan Brehm, Jim Plunkett – Road Agent

Doug Hall opened the meeting at 7:00 PM.
Mr. Hall reviewed the proposed agenda and asked for any additions.

Mr. Hall presented the minutes of the last meeting and asked for approval.
Following a review of the minutes as written,
Motion made by Dave Dobson, seconded by Allen Mayville to approve.
Motion carried.

The Road Advisory Committee ( RAC) then proceeded to review all the individual road assessments done by the members, using the RSMS condition survey technique, on the two road segments identified by the Road Agent.
Those two segments were Horse Corner Road from the T/L to Connamara Rd. and Pleasant Street from Healey Pasture to the old Berry Road.

The results of the individual assessments showed some similar results but also revealed that there were differences of opinions by members on certain road condition categories, such as edge cracking, longitudinal cracking, drainage, etc.

A major concern, and desire, of the RAC is to provide consistency of road assessment/conditional survey data when field surveys are done on a local level by members of the RAC.
Therefore, it was decided to conduct another field survey of 3 new segments of roadways by teams of two or more members of the RAC. The groups will use the same method of analyzing the road’s conditions, which is to use the RSMS road assessment data collection process.
The ‘teams’ are to be Stan Brehm and Richard DeBold, Tom Jameson and John Amsden, Richard Millett, Allen Mayville and Terry McCormack, and Doug Hall and Dave Dobson.
The teams will provide their new  road condition survey data at the next meeting of April 9th, 2012.

Discussion was held on as the newly amended list of road segments provided by the Road Agent.
The RAC members were assigned the task of reviewing the list for the possibility of either  combining segments or ‘breaking’ up segments that seem to long.
The RAC will review member’s comments/suggestions at the next meeting.

The following schedule of meetings was discussed and agreed upon;
April 9th, 2012
April 30th, 2012
May 21st, 2012
June 11th, 2012
All meetings are to be held at 6:30 PM at the Highway Garage Offices.

8:35 PM - Motion to adjourn by Dave Dobson, seconded by Terry McCormack.
Motion carries.
