Minutes of Meeting
Thursday, December 1, 2016


Members Present:
Chairman Dr. Kevin Mara DVM., Stan Brehm, Jeff Jordan, Richard Moore, Tom Houle, Ann Davis, Craig McIntosh, Matt Cole, Michael Williams and Kristy Barnouski, Secretary.
      
Others present: Bob Mann, Doug Valley Patrick Hayes and other members of the public.

Mr.  Brehm who is acting chair for this meeting called the meeting to order at 6:30pm

Mr. Williams is appointed as a voting member for the December 1, 2016 meeting.

Mr. Jordan made a motion and Ms. Davis seconds to accept the minutes for November 3, 2016.

Public Hearing- Wetlands buffer

Mr. Mann of the Chichester Conservation Commission attended the meeting to voice his concern about the wetlands buffer stating only 25 ft. Mr. Mann feels it should be much clearer.  The Board agreed.  

The Board decided to table the public hearing until next meeting on January 5, 2016.  It will be publicly noticed again with correct wording.

Conceptual-Doug Valley
Mr. Valley came before the Board to discuss his interest in a property on Route 4 to use for the relocation of his business.  Mr. Valley owns a greenspace junkyard that he would like to move to Chichester.  

Mr. McIntosh stated that he was concerned about the traffic turning onto Rt. 4.  Mr. Valley stated that it would not be much more additional traffic and there are 2 different driveways he could utilize.  

Mr. Jordan stated that the northern access is very wet and he may need to use the southern driveway.  

The Board agreed that it would have to go before the Zoning Board of Adjustments first, and then back to the Planning Board once it’s approved.   They also recommend that Mr. Valley speak with D.O.T. beforehand.

Conceptual- Patrick Hayes
Mr. Hayes has just recently purchased 298 Dover Road and is interested in putting in a multi store front building.  He wanted to clean up the lot and wanted to know what permits are required.

The Board informed Mr. Hayes that he would need to contact NHDES about a alteration of terrain permit to discuss removal of stumps.   

The Planning Board also recommended that Mr. Hayes talk to D.O.T. about what they will allow him for a driveway access.

Mr. Hayes also asked the Board if he was able to put up a sign.  The Board agreed that he was not able to put up a sign until he has a site plan review approved.  

Accessory Dwelling Units (ADU)-
The Board discussed the items that need to be changed to comply with the new ADU laws.  By statue the Town cannot mandate anything less than 750 sq. ft.  ADU’s must all be permitted in any zone and they must have an interior door connecting the ADU with the principle dwelling but does not need to be left unlocked.  

Wording of flag ordinance-
Mrs. Barnouski will check with the Town attorney for the correct wording to keep the Chichester ordinances in federal compliance.


Next Meeting-
The next meeting will be held on January 5, 2017.


Adjournment-Being no further discussion, a motion was made by Mr. Mara and seconded by Ms. Davis to adjourn the meeting at 8:15 pm.
