MINUTES OF MEETING
SEPTEMBER 4, 2003

PRESENT: Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Fred Chagnon, Brad Towle, Dave Colbert and Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of August 7, 2003.

Motion was made to accept the minutes of 8/7/03 with the following changes: page 2 first paragraph, last line, change and extension to an extension. Third paragraph change to …responsible for any damage done to Bailey Road… Sixth paragraph change to, … Bailey Road from the point where the new pavement after the development which is shown on his plan to Horse Corner Road… Eighth paragraph, second to last line, change to; Chairman Scott insisted that this was money given to the town for Phase I. Remove last line of same paragraph.  Page 4, under Del Vermett, second paragraph, change to: …the lot line. New sentence; He added… Page 5, Other Business: change to read; Stan Brehm spoke with the town attorney and was informed that the Board needs to follow growth ordinance for Condos also.

Mr. Vermette is before the Board to request a home occupation, the Board was in agreement that he has a non-conforming use because the building does not meet the current setbacks for buildings and he added on. Home Occupation denied.

The Board was also in agreement that this was an error on the Building Inspectors part therefore Mr. Vermette was referred to the Board of Adjustment for appeal of decision.
Continue Public Hearing to after Board of Adjustment decision.

THE WAIVER NOW READS:
The Selectmen may grant a waiver of impact fees to Town inhabitants who have resided in the Town for ten (10) years or more and are requesting a building permit for a primary residence. Waivers may also be granted for residences to be owned and occupied by one or more Town inhabitants’ aged 62 or older.

SUGGESTED WAIVER TO READ:
THE BOARD OF SELECTMEN WILL GRANT A WAVER IF ALL OF THE FOLLOWING APPLY:
        
YOU HAVE LIVED IN THE TOWN OF CHICHESTER, NH FOR THE LAST TEN (10) CONSECUTIVE YEARS.

Mr. Drew presented preliminary plans for this one lot subdivision, he is working to get the road upgraded to town specification and would like to continue with the subdivision.

DISCUSSION:     Concord Motor Sports
        Site Review – Change in building size

Lynn Zebrowski presented new plans for a reduced size building, the show room will be 36 feet by 60 feet and the service work area will be 60 feet by 80 feet. They are still looking at going to the Board of Adjustment for the Copula.

The Board was in agreement that all we needed was a new plan when all of the state approvals have been received.

A letter will be sent to the Board of Adjustment on the Copula.

        Map 4, Lot 155B, Dover & Cross Roads

Ms. Vile presented a preliminary plan for the Board to review, They will pave the area where the auto sales will take place and in front of the building. All repairs will be done off site. They will be entering and exiting from the Route 4 driveway only, the Cross Road entrance is overgrown and they are not interested in using that access. The Board advised they contact DOT District 5 for the driveway access. Setbacks need be changed to reflect the current zoning. The Board was in agreement that this business meets the current zoning and they can continue.
