MINUTES OF MEETING
JANUARY 2, 2003


PRESENT: Chairman Tracy Scott, Dave Colbert, Joanna McIntosh, Skip Lawrence, Stan Brehm, Ron Lesieur and Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of December 5, 2002 and December 23, 2002

Motion was made to accept the minutes of December 5, 2002 and December 23, 2002 as written.

DESIGN REVIEW:  Michael Marteneau
        Site Review – Wood Sculptures
        Map 4, Lot 157B, Dover Road
Abutters: None

Carl Sherblom presented plans to the Board for this project. The building will be 18 feet by 24 feet with a covered porch. The required parking is on the plan, a silt fence will be placed between the project and the wetlands area.

Septic system and driveway approvals will be needed along with a signature block and surveyors stamp for recording.

Rusty Lovell from Holden Engineering presented the plans to the Board for this project.  The project will be creating 3 new lots all of the new lots will have driveways off Cross Road.

State subdivision approval is pending as well as wetlands crossing approval.

Soil Scientist will sign & stamp

This is subdivision creating 3 new lots. All of the new lots will have driveway access off of Cross Road.

Motion was made to accept the subdivision with Soil Scientist signature and stamp, and final state subdivision and wetlands approvals.

PUBLIC HEARINGS:                                Wetlands:

Some of the Publics concerns were with the wording as Soil/Wetlands Scientist, the secretary will look into how it is to be worded. Fix the under ground in “B” should be one word. A space between a and Registered last line 1st paragraph.

Motion was made to change b. under ground to one word. Find out about soil/wetland scientist and also fix d. soil/wetland scientist and to accept with those changes.

PUBLIC HEARING:                                 Impact fee wording

Motion as proposed and written.

Impact fee wording change will be placed on the ballot for March.

PUBLIC HEARING:                         Changing a class VI to a class V road

Change processes to one of 3. Change (March 1966 as revised) to (as revised). Paragraph 1, remove State of New Hampshire Department of Transportation in last sentence, and add to same, as defined in Section IV of the subdivision regulations.  Paragraph 2; add A class VI road may be improved to town maintained standards at town meeting with a properly warned warrant article. (beginning of paragraph).

This will be listed as Article III, General Provisions, Q. Roads.

Need to post again for public hearing in February.

PUBLIC HEARING:                         Capital Improvement Program (CIP)                               
Chairman Scott explained the process and how the CIP could work for the town. Copies will be made available at town meeting.

Motion was made to adopt the Capital Improvement Program.

DISCUSSION:                             Flood Insurance

Andrea will call Central NH Regional Planning Commission to get new wording.
