PRESENT: Acting Chairman Stan Brehm, Ted Bailey, Joanna McIntosh, Pauline Cote, Ron Lesieur, Harold Arey, Andrea Deachman
Chairman Scott is ill Stan Brehm will be Acting Chairman. Pauline Cote will be a voting member tonight. Chairman Brehm requested the Board to review the minutes of February 3, 2000.
Motion was made to accept the minutes as written.

Abutters: Ron Lesieur and Mark Drew. Ron Lesieur is an abutter for this project and will refrain from voting.
Jim Mullaney presented the Board with final plans for this subdivision. The Board is still concerned about the location of the driveway. The town was also concerned with the issue of encroachment brought up by Mr. Mullaney. The surveyor for Canterbury Manor states that he is unaware of the encroachment and did not survey to the point of finding out that fact. The town believes that the stone wall is the lot line and until proven different that is the line the town will use.
Motion was made to accept the subdivisions with the conditions of driveway permit and septic/subdivision approval.

Mr. Mullaney presented the Board with final plans to be reviewed. Because of the detail on all pages of this proposal the Board has asked that all pages be recorded with the Merrimack County Registry of Deeds when it has been approved.
At the February 2, 2000 meeting the Board requested several items be addressed and the town engineer to review the plans. Mr. Mullaney was still waiting to hear from the fire chief on the fire lane issue. The Board had secretary Deachman call Chief Sanborn to see if he could come to the meeting to review the plan. The fire chief arrived and found the area around the buildings adequate enough for fire issues except where the retaining wall has located, which the chief has requested a staircase be installed at the end of building #6. All other issues were presented to the town engineer and have been updated.
The Board would request operating hours not go beyond 8:00pm
Motion was made to accept the plan pending, state septic approval, site specific, state driveway permit and stairway construction detail on site construction plan.

Tony Lamarine, wet land scientist and owner Lamarine Technical Land Services, presented the board with plans on this proposal.
Site regulations state 1 parking space for each 200 square feet of buildings first floor area which would represent 10 parking spaces for this site, they will add 4 more spaces to the plan. State driveway approval needs to be on the plan.

Mr. McManus is aware that the plan will not be recorded with the registry of deeds until Gorham Tractor has bought the property.

Plans were presented by Mike Seraikas of Earthplans. Mr. Seraikas is presenting rough plans to the Board for information on what the Board is expecting.
A major concern of the Board is the large amount of wet area. Some test pits have been dug and have proven to be 5 acre soils Mr. Seraikas will provide the Board with test pit results. As long as a soil scientist proves buildable soils the Board will accept his stamp. They may use Merrimack soils survey.
Design Review will be continued to April 6, 2000.
The minutes of December 29, 1999 had not been approved prior to this meeting. Motion was made to accept the minutes as written.
