MINUTES OF MEETING
SEPTEMBER 2, 1999


PRESENT:  Chairman Tracy Scott, Stan Brehm, Harold Arey, Joanna McIntosh, Paul Adams, Richard DeBold, Secretary Andrea Deachman

Chairman Scott introduced the Board, announced that Joanna McIntosh and Richard DeBold alternates would be voting members tonight and requested the Board review the minutes of August 5, 1999.

Motion was made to accept the minutes as written.

Mike Seraikas presented the Board with final plans.

The town engineer, Bill Rollins, has reviewed and made suggestions, all issues have been resolved.

Motion was made to accept the subdivision.

Mr. Eaton presented a layout of his property for the Board to review. No auctions will be held on his property.

DESIGN REVIEW:                  Jim Mullaney
                                        22 Lot Subdivision
                                        Map 2, Lot 51, Horse Corner Road

Webb Stout presented the Board with plans revised from last meeting. The hammerhead at the end of the road has been changed to a cul-de-sac. A cistern has been placed on the plan to conform to the fire department request. The road name will change.

Lots 8 & 9 have property in Pembroke; they are on the agenda in Pembroke for the end of the month.

The project is site specific as regards to the state. State and Wetlands Boards will receive copies of this project.

All plans, drainage, lots, road and topographical have gone to the town engineer.

The road is 22-foot surface with 3- foot shoulders. Soil types have been reclassified.

The Board would like to walk this property.  Notice to be sent to Board members and Bill Rollins for Saturday, September 25 at 8am.

Mr. Mullaney would like to have things with in reason of asking for voluntary impact fees, property donation, phasing in of building.  Mr. Mullaney has located a piece of property on Horse Corner Road that maybe of use for a recreation site; he needs to find it an access to the road.

Town engineer has the plans.

Public hearing set for October 7, 1999

DISCUSSION:

Chairman Scott would like to hold a meeting of all town Officials and Boards to find out their feelings on all the development and what they need to function in a reasonable manner as Boards or officials.  All town Boards and Officials will be notified and ask to give written suggestions by September 30, 1999 for a meeting to be held on October 14, 1999.  This will help the Planning Board decide if new zoning ordinances need to be on the ballot for town vote in March.

Question was raised as to whether or not a mobile home that has been on a piece of property for a long time (second house) has to be removed.  The Board was in agreement that this is a Selectmen issue.
