MINUTES OF MEETING
JULY 1, 1999

PRESENT: Acting Chairman Stan Brehm, Harold Arey, Richard DeBold, Joanna McIntosh, Martin Lawrence, Ron Lesieur, Paul Adams, Ted Bailey, Pauline Cote, Secretary Andrea Deachman

Chairman Brehm introduced the Board and requested they review the minutes of June 3, 1999 and asked for changes.

The following change was to the June 3, 1999 minutes.

Page 4, Discussion, Mark Drew, Horse Corner and Dover Road Property

Addition: Motion was made to allow the parking spaces at the gasoline pumps to be included in the count of adequate parking spaces needed for this project.
                                                        (PASSED)

Motion was made to accept the minutes with the above change.

PUBLIC HEARING:                 Blaine Hopkins/Doug Hamel Property
                                        Telecommunications Tower
                                        Map 3, Lot 29, Dover Road

No abutters present.

Blaine Hopkins, Surveyor Mark Vanson and Doug Hamel were available for this hearing. Mr. Hopkins presented final plans for the Board to review.  Mr. Hopkins explained to the Board again in detail on the tower project.

The tower will be 190 feet and approximately 500 feet off of Route 4.  They will provide compound and on tower space free of charge for police and fire.  They will also equip the fire department with adequate rescue equipment for a tower rescue.

Items needed on plan:

10 foot high fence
Bond for abandonment
Owner of record
Special exception note 4 needs to be changed

The assessed value of this tower could be in upwards of  $500,000 with the potential of up to $10,000 in income.
The access for the site would be the existing driveway off of Route 4. The Knox box will be on the gate at L & K equipment and on the tower fence.

Motion was made to approve the site review with the above notes completed.

Webb Stout, Surveyor presented the Board with plans.  District 5 has requested the driveway access be changed.

The following need to be added to the plan:

septic approval
driveway permit

Motion to continue until August 5, 1999 meeting.

                                        Map 7, Lot 17

Abutters present: Guy Mitchell, Bob and Kathy Gagne and Peter Dobbins.

Surveyor Mike Seraikas presented the Board with plans for the subdivision.

The Board asked the selectmen representative as to the result of the public hearing of Ferrin Road, the response was Ferrin Road is a Class V road.

Upton, Design Review continued.

The road will be approximately 600 feet with cul-de-sac allowing 4 lots to be subdivided.  All lots are rural agricultural soils and are at least 5 acres so they do not need septic approval.  The Board recommends green space in the middle of the cul-de-sac but it is up to the developer. The road needs to be paved no matter what the developer decides on the middle of the cul-de-sac.

Water run-off is an issue and the road plan will be given to Bill Rollins at SEA Consultants for review and recommendations.

Abutters were concerned about the frontage, and about the water flow onto Ferrin Road. The impact of the new road on Ferrin Road with traffic. The town engineer to review the impact of this development on Ferrin Road.

                                        Map 2, Lot 51, Horse Corner Road

Webb Stout presented the Board with plans for a single lot subdivision.

Two Soil Scientist have gone out to do testing on the soils and have found this property is residential soils.
The Board needs proof of soil types to get the percentage of the allowable soils. The soil types need to be listed under the old soil types because Chichester has not adopted any new soil types.

DISCUSSION:                             Mark Drew
                                        Addition – Car Wash
                                        Map 4, Lot 26, Dover & Horse Corner Road

Mark presented the Board with revised plans.  He would like to move the gas station down toward Route 4 and add a car wash behind the building.  The car wash will be 18 feet by 50 feet or 900 square feet.

Mr. Drew is still working with DOT the Town Engineer and Peter Holden on drainage and he will bring this issue up with them also.

Mr. Drew showed the Board a sketch of storage units he would like to build on his property.

The Board was in agreement that Mr. Ricker must wait until the Attorney Goldman has reviewed and advised the Board of his findings of all the materials he has requested.

                                        Map 5, Lot 27A, Center Road

Mr. DeBold presented the Board with preliminary plans.  He would like to subdivide 15-acre lot into 3-5 plus acre lots.
