PLANNING BOARD

MINUTES OF MEETING

FEBRUARY 2, 1998


PRESENT:  Chairman Tracy Scott, Jeff Andrews, Harold Arey, Ron Lesieur, Paul Adams, Ted Bailey and Secretary Andrea Deachman

Chairman Scott called the meeting to order at 7:07pm and requested the Board to review the minutes of January 8, 1998.

Motion was made to accept the minutes with changes.

PUBLIC HEARING:                 IMPACT FEES
                                        TOWN OF CHICHESTER

Impact fees were submitted to an attorney at New Hampshire Municipal Association.  Changes have been made and are presented tonight.  Most of the changes are adding RSA’s and not considered drastic changes, Public Hearing can continue.

Public discussion on the waiver for the elderly is a concern with a member of the public and they would like it removed.  The Board informed the public that the fees are for new construction and not existing buildings.

The Board has decided to bring this to Town vote by ballot.

Motion to present to town by ballot.

PUBLIC HEARING:                         Rob Court/Norman Fauteux
                                                Multi-Use
                                                Map 4, Lot 155C, Cross Rd.

Abutters Present:  Bruce Potter and Bill Harris

Joseph Wichert, Registered Land Surveyor, presented final plans to the Board.  Letters were given to the Board from Department of Transportation and Chichester Fire Chief.  Mr. Court spoke with Mitch Locker at Department of Environmental Services about the site and it is not listed with any problems.

Locus map needs to be corrected with proper street names.

Note #4 was an issue on January 8, 1998 since then a boundary survey has been completed.  

Mr. Chronis is aware of the well for this site is on his property.

A Board member suggested the town engineer research this property to look at the drainage.  The Board did not feel this necessary because nothing is changing.

Motion was made to accept the plan with locus map corrected.

PRELIMINARY HEARING:                            John & Emiko Conway
                                                        Multi-Use
                                                        Map 4, Lot 34, Dover Rd.

Mr. Conway could not present the Board with a reproducible mylar.

The Board feels it cannot act on an incomplete site review.  A mylar has been requested from Mr. Conway in the past, therefore the Board is in agreement this is an incomplete site review for a multi-use business.

Motion to deny application due to incomplete site review.

DISCUSSION:                             Bruce Potter/Hillcrest Campground
                                                New Bath House
                                                Map 4, Lot 156, Dover Rd.

The Board is in agreement they do not need anything from Mr. Potter.

Motion is made that this endeavor needs septic approval and a building permit.

DISCUSSION:                             Bill Harris/Harris Family Furniture
                                                Addition to Buildings
                                                Map 4, Lot 155, Dover Rd.

Mr. Harris presented the Board with plans of new building, it will attach the two existing buildings and make them one.

He will need to add parking spaces, 1 space for each 200 sq ft of first floor and 1 space for each 400 sq ft of second floor.  

He needs to speak with fire chief about fire lanes.

Will need site review for parking, mylar to show parking and fire lanes. Numbers 8,19 & 20 on the site review checklist.

DISCUSSION:                             Dan Palmer, I-95 Recovery

                                                Behind Abundant Life

Mr. Beaudet owns property and is renting an office to Dan Palmer who is a repossessor of automobiles.  The use will be office space and parking of repossessed automobiles of no more then 10 at one time on the lot.

Mr. Palmer is in need of the certificate of Transporter plates from the Department of Safety signed by the town of Chichester.  The Board was in agreement to have the certificate signed when it arrives.

DISCUSSION:                     Mark Drew
                                        Lot Line Adjustment and
                                        Gas Station - Convenience Store
                                        Map 4, Lot 26, Dover Rd.


Mr. Drew would like to do a slight Lot Line Adjustment to the property.  The Board informed Mr. Drew it was possible and to make sure that both properties had adequate road frontage.

Mr. Drew asked the Board if he was able to build a gas station - convenience store on this piece of property.  The Board informed him as long as he meets site review regulations, this is a permitted use.

The Board would like copies of the Master Plan at Town Meeting March 14, 1998, Mr. Lloyd Ricker will be called to see if he can do this for us.
