MINUTES OF MEETING
SEPTEMBER 4, 1997
PRESENT: Chairman Tracy Scott, Stanley Brehm, Paul Adams, Ron Lesieur, Harold Arey, Skip Lawrence, Dave Bickert, Ted Bailey, Jeff Andrews, Secretary Andrea Deachman
Meeting was called to order. Chairman Scott ask the Board to review the minutes of August 7, 1997.
After much discussion motion was made to accept the minutes with changes.
Arey/Brehm (Passed)
All regular voting members were present.
PUBLIC HEARING: Phelps/McIntosh
Subdivision
Map 6, Lot 39, Bear Hill Rd.
Mark Stevens Registered Land Surveyor presented the Board with plans. The items discussed as the last meeting to be added were, set backs, topography and a garage being moved all are on the plan. Case # 154 of The Board of Adjustment hearing is on the plan.
Name New Dover Road will be changed to read correctly King Road.
There is a range rd. to Lynxfield pond but is not part of this property.
Motion was made to approve the subdivision with New Dover Road being changed to King Road.

PUBLIC HEARING: Bernard Mitchell
Subdivision
Map 7, Lot 19, Ferrin Rd.
Abutter Kim York was present and was in favor of the subdivision.

Mark Stevens Registered Land Surveyor presented the Board with final plans for the subdivision.
Topography and set backs were on the plan all else was fine.
Motion to approve subdivision.

PRELIMINARY HEARING: John & Emiko Conway
Site Review - Multi Use
Retail Sales and Rental
Map 4, Lot 34, Dover Rd.
Mr. Conway presented the Board with a booklet with pictures and prints of the property and a site review checklist.
The Board was in agreement that a surveyor must go thru the checklist and do a mylar for this site review.
The Conways will seek a surveyor and set up their public hearing in November 1997.
DISCUSSION: Bill Elkins
Keeler/Nolin Property
Subdivision
Map 6, Lots 20 & 21
Canterbury Rd.
Mr. Elkins presented the Board with a sketch of the property and explained that they are trying to add 100 feet to an existing lot which is a substandard lot they are not creating a new lot just adding to a lot.
A surveyor will be doing a final plan on mylar.
Mrs. Keeler will contact the secretary when they expect to continue.
DISCUSSION: Carl Mahlstedt
Addition to approved
site review
Map 4, Lot 157, Dover Rd.
Mr. Mahlstedt presented the Board with drawings of the addition to the approved site review and after little discussion the Board was in agreement this was a building inspector situation needs no planning approval.

DISCUSSION: Ron Wroblewski
Truck Sales
Map 3, Lot 29A, Dover Rd.
Mr. Wroblewski would like to sell trucks from the front of his property. The Board was in agreement this needed to go to public hearing and may need a special exception from the Board of Adjustment, Mr. Wroblewski requested we meet as a joint Board if possible in October.
Public Hearing set for October 2, 1997.
DISCUSSION: Bruce Luksza
Building a home
Map 9, Lot19, Swiggey Brook Rd.
No Show.
The Board did discuss the fact that Mr. Luksza has not come back to the Board with final septic approval from the state on his mylar therefore it is the Boards position all previous applications and approvals filed with the Board are null and void as per section 2 paragraph 4 of site review application.
OTHER BUSINESS:
We have received a copy of a letter from the Selectmen accepting a parcel of land from Frank Merrill , Deer Meadow Rd.
Chairman Scott will send a letter to the State about the driveway placements on Route 28 and 4.
There will be an Informational Public Hearing/Work Session on Impact Fees
Held at the grange October 16 1997 at 7:30pm
Paul will update the Capital Improvements Plan
