PLANNING BOARD

MINUTES OF MEETING

JUNE 6, 1996


PRESENT:  Chairman Paul Adams, Brandon Giuda, Doug Hamel, Jeff Jordan, Jeff Andrews,
Ron Lesieur, Stephen MacCleery, Stan Brehm, Tracy Scott, Secretary Andrea Deachman

Chairman Adams called the meeting to order at 7:05pm and requested the Board review the minutes of May 2, 1996.

Motion was made to accept the minutes with minor changes.

PUBLIC HEARING:                         John Sabol/Blanche Willinger Owner
                                                Student group travel consultant, fund-raising,
                                                Computer consulting and on-site computer
                                                sales/repair by appointment only.

Abutters Jane and Jim Welch were present.

Mrs. Welch asked for an explanation of what Mr. Sabol intends to do with his home occupation.  Mr. Sabol explained to Mrs. Welch there would be limited traffic three(3) to four (4) times per week for pick-up or delivery of a computer.  There would be no changes to the structures.  Mrs. Welch asked if Mr. Sabol would be doing anything more than what he has been doing in the past.  Mr. Sabol explained he would be doing the same thing just making it legal, he did not realize he needed a permit and as soon as he did applied for one.

The wording was changed on the Home Occupation Permit to satisfy Mr. & Mrs. Welch and all concerned.

Mr. Sabol presented the Board with a notarized letter from Mrs. Willinger as requested.

Motion was made to approve the Home Occupation Permit.

PUBLIC HEARING:                         Doug Hamel
                                                Subdivision
                                                Map 3, Lot 29 and 29A, Dover Road

Abutters James Fedolfi and Mr. and Mrs. Gamanch were present.

Ernest Veinotte Registered Land Surveyor presented the Board with the subdivision plans.   

Lot 29-A will be the new lot.

After short discussion motion was made to approve the subdivision.

PRELIMINARY HEARING:                            Ron Wroblewski
                                                        Site Review - Repair Truck Bodies
                                                        Map 3, Lot 29-A, Dover Road

Ernest Veinotte presented the Board with a site plan.

The Board was in agreement that the property needs to be owned by Mr. Wroblewski before a Public Hearing can transpire so this hearing will be the preliminary.

The Board went through the site review checklist with Mr. Veinotte and Mr. Wroblewski and explained what was needed for the Public Hearing.

The Board needs a checklist and application and the following from the checklist:

#  7 - Elevation view.
#  8 - Off-street parking and loading.
#10 - Solid waste disposal facilities.
#11 - Location, size and design of signs and advertising or instructional devices.
#13 - Water supply and sewage disposal facilities.
#19 - Location, elevation and layout of surface drainage facilities.
#22 - Gas, electric, telephone and CATV utility lines.

Mr. Veinotte and Mr. Wroblewski were understanding on what was needed.

The Board will ask the Town Engineer to review the plan for drainage.

Motion was made to approve the Preliminary Hearing.

PRELIMINARY HEARING:                            Richard Millette
                                                        Subdivision
                                                        Map 2, Lot 20, Horse Corner Road


Mark Stevens Registered Land Surveyor presented plans to the Board and explained the plan.

The Board requested the well from the existing well be on the plan.

The Board also needs a signature block and state approval for the Public Hearing.

Motion was made to accept the Preliminary plan.

DISCUSSION:                     Jaan Luikmil
                                        Map 4, Lot 163, Dover

Mr. Luikmil has rescheduled for July 11, 1996.


DISCUSSION:                     James Fedolfi
                                        Addition to Business
                                        Map 3, Lot 32, Dover Road

Mr. Fedolfi would like to run Monte Carlo Nights on his property for a sales promotion.  The promotion would run from June to Labor Day, Thursday and Fridays 6pm to 12midnight and Saturdays  from 12noon to 12midnight.

There is no site plan review on file for the property.

The Board is requesting a site review.

The towns attorney has sent a letter in his opinion this is a new business.

One of the Boards main concerns is traffic on the lot and parking area.

Motion was made that Mr. Fedolfi will need to do a site review.

                        Giuda/Jordan  4 agree, 2 opposed and 2 abstained
                        Motion passes.


DISCUSSION:                     Pat Dalbec/Russell Nelson Owner
                                        Change of Use
                                        Map 3, Lot 17, Dover Road

No Show.


DISCUSSION:                     Rick Charbonneau
                                        Charbonneau Family Development/Realty Company
                                        Marden Farms
                                        Map 3, Lots 38, 84 and 85

Clarence Gordan, Continental Paving was also present.

Mr. Charbonneau presented the plans approved by the Board in 1988.  Mr. Charbonneau states he has been working off and on with with the lot since 1988 to present so he feels he is vested.

Mr. Charbonneau assured the Board that there would not be an occupation permit given out until roads are completed, graded and paved.

Impact fees are already set for this project at $ 1,000.00 per lot sold.

Mr. explained to the Board that at this time he will only be working on part of the subdivision.

Stan will contact Louis Caron Town Engineer on this project and have him review and recommend.


DISCUSSION:                     Millican Nursery


Board members are concerned that not much if any is being produced on the property and is concerned.

DISCUSSION:                     Conditional approvals


After short discussion a motion was made that the Board would no longer grant conditional approvals.
