Minutes of Meeting
Tuesday April 11, 2017

Members Present: Jeff Jordan, Tom Jameson, Ed Millette, Jodi Pinard Town Administrator

Call to Order Mr. Jordan called the meeting to order at 6:30pm

Tax Deed Correction
Map 9 Lot 96 and Map 9 Lot 96-T

Mrs. Pinard stated that after consultation with the Town Attorney it was advised the Town rescind the previous motion from last week regarding the acceptance of the Tax Deed from the Tax Collector for the Map 9 Lot 96.

The reason being that as the discussion progressed that evening Map 9 Lot 96-T was added into the discussion and was unclear what was tax deeded and what was not. The Town Attorney has advised that the Town can accept both tax deeds for Map 9 Lot 96 and Map 9 Lot 96-T even after the Tax Collector stated her concerns regarding notification to the owners. The Town Attorney stated that regarding Map 9 Lot 96-T it can be deeded to the Town but it would only still contain the interest of the owner who was properly notified of the lien in 2014. That owner had been notified properly for both the land and trailer. The other owner would still hold a ½ interest to the trailer but that that Town could still sell it disclosing that there is still a party holding ½ an interest in it.

The Town could also wait to tax deed Map 9 Lot 96-T until next year when both owners will have been properly notified pending that tax liens are still existing on the trailer.

A motion was made by Mr. Jordan and seconded by Mr. Millette to rescind the motion from Tuesday April 4, 2017, that read “A motion was made by Mr. Millette and seconded by Mr. Jordan to take the deed for the property located at Map 9 Lot 96.” Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Millette to accept the Tax Deed from the Tax Collector for Map 9 Lot 96 for the land only. Motion Passes

Boston Post Cane
 Mrs. Pinard stated that she had spoken with Ruth Hammen who has spoken with Mrs. Mobbs’ family and they would like to have the cane presented on a Sunday after at The Epsom Nursing home. We were looking at the 23rd or the 30th of this month. What would work for the Board?

The Board of Selectmen would like to present it on the 23rd of April. Mr. Jordan and Mr. Millette will be there to present the cane.

Board of Selectmen Meeting Change for May
The Board of Selectmen will be meeting May 9, and May 23, during the month of May. The meeting schedule will return to the 1st and 3rd Tuesday of the month in June.
Non-public Session: 91 A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until claim or litigation has been fully adjudicated or otherwise settled.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (e). Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Millette and seconded by Mr. Jameson to exit non-public session, Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Millette and seconded by Mr. Jordan to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Jameson to adjourn the meeting at 7:05pm. Motion passes.
